Additional funds for regions from the EU budget for 2021-2027. We are opening talks with marshals

On 22 February, MFIPR finished consultations on the Partnership Agreement - the most important document defining what the European Funds from the cohesion policy and the Just Transition Fund (JTF) will be used for in 2021-2027. We will have EUR 72.2 billion for cohesion policy in the future EU perspective, and EUR 3.8 billion under the JTF.
One of the elements of works on the Partnership Agreement is the division of funds from the cohesion policy into regional programmes managed by marshals. 75% of the funds for this have already been distributed. The remaining 25% is still in the pool. This money will be divided following talks between MFiPR and voivodship marshals concerning the needs of the voivodships with regard to specific investments, and will feed into the pool of regional programmes. A series of such talks has just begun. To begin with, the Deputy Minister for Funds and Regional Policy, Waldemar Buda, met with the Marshal of Małopolskie voivodship, Witold Kozłowski.
Each region has a chance for additional funds from the so-called programme reserve. In the pool of funds of the regional programmes there is still about EUR 7 billion to be divided among all the voivodships within the framework of arrangements of the programme contract. Following the negotiations, the additional funds will be allocated to the budgets of regional operational programmes, which will enable financing larger investments of key importance for the region's development. By the end of April we will have met with Marshals of all voivodships

Meeting with the Marshal's Office of Małopolska
During the meeting, minister Buda talked with the board of Małopolskie voivodship about the plans of self-governments concerning the use of EU funds in the next financial perspective.
Initially, Małopolska may receive EUR 1.54 billion for its regional programme in the next EU financial perspective. If the Marshal presents specific ideas and argues them well, the voivodship has a chance to receive additional funds

Minister Buda pointed out that Małopolskie voivodship is also one of six voivodships to be covered by the Just Transition Fund. The purpose of the JTF is to finance activities aimed at mitigating the social and economic effects of the transition towards a green economy.
EU money will also be allocated to Małopolskie voivodship from the Reconstruction Fund and national programmes financed by cohesion policy.
According to EU regulations, EU funds must primarily support innovation, a low-carbon economy and implement climate objectives. Investments should also fit in as much as possible with the objectives of the Strategy for Responsible Development.
How have we divided the funds?
As in 2014-2020, in the new perspective 60% of cohesion policy funds will go to programmes implemented at national level. The remaining 40% will go to regional programmes managed by voivodship marshals.
Money for regional programmes is divided according to an algorithm based on statistical data, including population and GDP per capita. 75% of the funds have already been allocated, and 25% have been set aside as a programme reserve to be distributed at a later stage of the programming during negotiations on the programme contract.
