At the Convention of Voivodeship Marshals of the Republic of Poland – how local authorities can use NRP funds

The possibilities of support for local authorities and communities from the National Recovery Plan and European funds were one of the main topics at the meeting of the Convention of Marshals of the Polish Voivodeships in Przelewice in the Zachodniopomorskie Voivodeship. The Minister for Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, attended the meeting.
There are three key issues that we are currently pursuing with a direct impact on the development of the voivodeships. The first is the work on the country's medium-term development strategy up to 2035 combined with strategic thinking about European funds. The second is about investing European funds, including funds under the National Recovery Plan, which was only unlocked a few months ago. The third area of our work concerns a new financial instrument, the Social Climate Fund. We are at the stage of creating a social climate plan,

The NRP calls for proposals for local authorities are ongoing
One of the most important topics discussed at the meeting of voivodeship marshals from all parts of Poland referred to the current and potential opportunities for local government units to apply for NRP funding for projects.
The NRP is a new financial instrument not only for Poland, but for all EU Member States. This is why we talk a lot about how these resources can be obtained. Unlike the Structural Funds, the NRP does not have a pool to be managed at the Marshal Office level. However, there are significant funds there, the beneficiaries of which may be local governments and communities,
emphasised Minister Katarzyna Pełczyńska-Nałęcz.
Local authorities can currently participate in seven calls from the NRP, four from the grant part and three from the loan part. Five more calls will be announced in the coming days and weeks, including the long-awaited call for proposals focused on district hospitals and long-term care, which will start on 18 September,
informed the head of the MDFRP.
Within the grant part of the NRP, the current calls refer to:
- spatial planning,
- childcare for children under 3 years of age,
- energy efficiency in residential buildings.
Within the loan part of the NRP, the calls refer to:
- remediation of large-scale brownfield sites,
- green urban transformation,
- energy-efficient housing.
On 1 July this year, the West Pomeranian Voivodeship assumed the presidency of the Convention of Marshals of Voivodeships of the Republic of Poland.
