Deputy Minister Marcin Horała: the implementing act is the foundation of the effective use of European funds in Poland

Deputy Minister of Development Funds and Regional Policy Marcin Horała participated in the conference entitled New implementing act – practical aspects of the implementation of regional programmes in the financial perspective 2021-2027 held in Lublin.
The implementing act considers the necessary regulations which allow for the creation of an appropriate call for proposals system, the evaluation and selection of projects for funding and their subsequent implementation as well as the monitoring and evaluation of the physical progress of the programme itself’,
Deputy Minister of Development Funds and Regional Policy Marcin Horała said at the meeting with representatives of the local government, experts and entrepreneurs in Lublin.
‘The correct implementation of the act contributes to an effective use of European funds and Poland has for years been a leader in this respect among all the EU Member States, which I am particularly pleased about. I hope that it will continue to be so in the new financial perspective for the years 2021-2027’,
Deputy Minister added.
The new implementing act adopted by the Polish government on 8 February 2022 is the basis for the implementation of cohesion policy programmes in the new financial perspective for the years 2021-2027. Poland is its biggest beneficiary among all EU Member States. It will receive more than EUR 76 billion for the implementation of related national and regional programmes.
Funds for Polish regions
The European Commission has already approved all the 16 Regional Programmes for Poland in the financial perspective for the years 2021-2027. This translates into a total of approximately EUR 33.5 billion to be implemented in individual voivodeships in the next few years.
Support for Lubelskie voivodeship
Under the new European Funds for Lubelskie 2021-2027 programme, the region will receive approximately EUR 2.4 billion including EUR 1.7 billion of funds from the European Regional Development Fund and EUR 700 million from the European Social Fund Plus.
The money will allow the implementation of projects in areas such as climate, environment, energy, territorial instruments, transport, entrepreneurship, educational, social and health infrastructure, culture and tourism. The new regional programme will also make the financing of initiatives relating to social services, education, health and the labour market possible.
Support under the European Funds for Eastern Poland 2021-2027 programme is also addressed to beneficiaries from the Lubelskie voivodeship. They will be able to use approximately EUR 400 million. Additionally, Lubelskie as a border region will also be able to use European Territorial Cooperation measures.
