Accessibility pays off - Polish Accessibility Act: new rules, new opportunities

The new regulations will help create products and services that are convenient for everyone - including the elderly or people with disabilities. Companies can rely on financial support and the acquisition of new customers.
This Saturday, on 28 June 2025, the Act comes into force that will help improve the accessibility of selected products and services to the widest audience possible - irrespective of their needs. Ensuring the accessibility of these products and services means not only making them available to all people - including people with disabilities, seniors and those who experience difficulties in daily functioning (e.g. due to chronic illnesses, temporary or situational disabilities) - but also making them more convenient for all.
The Act on ensuring compliance with accessibility requirements for certain products and services by economic operators, known as the Polish Accessibility Act, was prepared by the Ministry of Development Funds and Regional Policy. The regulation stems from the EU directive - the European Accessibility Act - which will apply across the EU.
The new solutions concern well-defined products and services, assessed as essential for people with disabilities and special needs to function freely and as independently as possible in society. These include computers, smartphones, e-books, in-store payment terminals, ATMs, self-service check-in facilities, retail banking services, e-commerce or digital information in passenger transport.
The market of consumers who need or are willing to take advantage of the available solutions is huge and still growing, creating great potential for companies to tap into.
Entrepreneurs will be able to benefit from various forms of assistance in ensuring accessibility. The support from European funds provided for this purpose amounts to more than PLN 240 million.
Accessibility rules and who checks this
The Act does not specify technical accessibility standards. Instead, it establishes functional requirements, i.e. it defines the effect to be achieved so that as many people as possible, regardless of their ability, can use products and services independently to the greatest extent possible.
In accordance with the Act, accessibility starts with accessible information about products and services, e.g. information on the functioning of the service should also be available, i.e. the content is to be perceivable in different ways and through more than one sense, and alternatives to content that is not text should be provided.
The regulations also define what companies must do to comply with these requirements and how it will be controlled whether they apply them well.
