First advance from the EU budget already in Poland

The European Commission disbursed the first advance worth 5.5 million euros for the Technical Assistance Programme. Further payments are expected soon.

Technical Assistance for European Funds Programme approved by the European Commission

Poland has already received the first resources in the form of advance payments under the cohesion policy that, under the EU regulations in force (art. 90 of the Regulation of the European Parliament and of the Council (EU) 2021/1060), are disbursed for the implementation of specific programmes.

Advance payments are made annually. The first one is paid in the year in which the program was adopted. For programmes approved by the European Commission in 2022, the advance payment amounts to 1% of the programme value in 2021 and in 2022 respectively. The decision approving the programme is the only condition for receiving an advance.

5.5 million euros for the operation of programmes

The first advance amounting to 5.5 million euros reached Poland on 11 October 2022 for the implementation of the Technical Assistance for European Funds for 2021-2027 Programme. Further advances for three other programmes approved recently are expected soon.

  • European Funds for a Modern Economy (FENG) – 79.7 million euros,
  • European Funds for Infrastructure, Climate and Environment (FEnIKS) – 241.8 million euros,
  • European Funds Eastern Poland (FEPW) – 26.5 million euros.

Other national and regional programmes under the cohesion policy will be adopted till the end of 2022. Therefore, we will receive advances under all the programmes till the end of the year.

Horizontal conditions met

In the financial perspective 2021-2027, all EU Member States have to meet 20 basic conditions to receive funding for individual EU programmes. By carrying out a self-assessment in accordance with the applicable regulations, Poland has confirmed the fulfilment of all horizontal conditions. There is no decision of the European Union to suspend financial funds under the cohesion policy and agricultural policy for Poland.

In turn, the European Commission confirmed that Poland has met 14 conditions while a technical dialogue with the Polish party is in progress regarding the other six conditions. Other member states, i.e. Slovenia, Croatia and Hungary have not yet met all the conditions either. Some states, e.g. Spain and Hungary do not yet have their Partnership Agreements approved. The adoption of that document and the approval of EU programmes by the European Commission, followed by their launch (including the receipt of an advance from the EC) is not dependent on the fulfilment of basic conditions.

Basic conditions have to be met for the EC to reimburse funds from the EU budget. Applying for payments requires the disbursement and settlement of expenses related to the implementation of specific projects. Until that moment, Poland has time to finish the technical dialogue with the EC regarding basic conditions.

Conditionality issue in financial perspective 2014-2020

The issue of the conditionality of assignment of EU funds is not a new topic in the cohesion policy. In the financial perspective for 2014-2020, the reimbursement of funds from the EU budget was also subject to the same mechanism. Member states had to meet 36 conditions then. All institutions involved in the implementation of the cohesion policy are aware of the importance of conditionality for the implementation of the cohesion policy, which is why the work on meeting the conditions has been in progress for a long time alongside the preparation of programmes.
