In FENG, we will increase our support for defence technologies and dual-use investment

More funding will be available for the construction of shelters, drone systems and investment in cybersecurity. The Monitoring Committee for the European Funds for a Modern Economy programme, which has met today, amended the programme by adding a new area of support from European funds relating to the development of defence and dual-use technologies.

Until now, entrepreneurs have signed over 1,900 agreements under this programme, for the total amount of more than PLN 18 billion of EU funding.   

The amendments to the programme adopted at the meeting of the Monitoring Committee for
the European Funds for a Modern Economy programme will enable project funding to be tailored to the current needs of the Polish and European economy, as well as to new opportunities arising from EU regulations.

The amendments introduced in the FENG programme result from the analysis of previous experience of its implementation, as well as from the amendment to the European Commission regulation concerning the STEP initiative. This is the EU programme launched in 2024 that supports
the development of innovation and manufacturing in key sectors of the European economy, such
as digital technologies (deep-tech), clean technologies and biotechnology. It has been operating in Poland as part of the FENG since 2025. Its aim is to strengthen the technological security
and sovereignty of the EU, as well as to boost the competitiveness of EU member states in markets outside Europe.  

The amendments to the FENG are in line with this philosophy of operation and primarily include:

  • adding of a new ‘defence technologies’ area to the ‘Critical Technology Support Fund’,
  • new opportunities to support dual-use projects.

This will benefit entrepreneurs, local government officials and representatives of the research sector, who will invest additional funds in the construction, development and protection of defence infrastructure, critical and dual-use infrastructure (e.g. construction of shelters and drone systems and investment in cybersecurity).

The draft amendments accepted by the Monitoring Committee, will now be submitted to the Council of Ministers for approval and subsequently to the European Commission. At the same time, preparatory work is already ongoing to ensure their smooth implementation, as well as the launch of further calls for proposals in the second half of 2026.

Unprecedented popularity of the FENG programme

Until now, 114 calls for proposals have been announced under the FENG programme, for the total amount of almost PLN 39.4 billion. Six calls for proposals with the total value of PLN 287 million were launched in January 2026 alone, and two more are planned for February. The programme proved extremely popular among Polish entrepreneurs, who have already submitted over 14,400 applications for project funding.
