MDFRP statement
11.12.2024
The Ministry of Development Funds and Regional Policy was pleased to note the European Commission's approval of the disbursement of the 2nd and 3rd payment claims under the National Recovery Plan. As announced by Minister Katarzyna Pełczyńska-Nałęcz, another PLN 40 billion from the NRP will arrive in Poland for Christmas. This fact clearly rectifies the irresponsible media reports about the alleged withholding of NRP payments by the European Commission.
The approval of these proposals closes the first phase of catching up on two years of NRP investment. We will invest PLN 40 billion in Poland's development for Christmas. Among other things, we will allocate these funds to the purchase of equipment and the renovation of oncology hospitals, the modernisation of power grids and the construction of Polish wind power plants in the Baltic Sea.
More ambitious goals lie ahead. We will be submitting further payment claims to the European Commission later in December. This will begin a months-long process of evaluating the reforms and investments included in these proposals.
In the first quarter of next year, the second revision of the NRP that we have announced will start. It will cover a number of topics that are important from the perspective of Poland and the European Commission, including the compulsory taxation of civil law contracts. The Polish government is keen to find a solution that increases social protection for workers in Poland and does not reduce the real take-home pay of Poles. It is the Council of Ministers that will give the Ministry of Funds and Regional Policy the final negotiating mandate for the revision of the NRP.
We also plan to send out NRP payment claims twice in 2025, which is similar to this year. We continue to be in touch with the European Commission. Our good cooperation is based on the principles of partnership and mutual understanding.
