The MDFRP is preparing for the new EU financial framework. The Minister has appointed a Task Force on the PPKR

The government, the local authorities, social and economic partners, representatives of the scientific and academic communities, and NGOs - together with this group, we will work to ensure that the development challenges of Poland are translated as effectively as possible into concrete activities funded by the new EU budget. Katarzyna Pełczyńska-Nałęcz, the Minister of Development Funds and Regional Policy has appointed a task force to support the preparation of the National and Regional Partnership Plan for Poland for 2028-2034 (PPKR).

Work is currently in progress on a Plan that will define how European funds from the new EU budget will be invested.  The amount of EUR 123 billion if available for allocation. We want to do this in consultation with as many stakeholders as possible. The participation of our partners, extensive consultation and the opportunity for all interested parties to have an opportunity to express their views will be important to us. This will enable planning of expenditure effectively and ensuring that it is tailored to real social and economic needs.

The development of the PPKR will be a challenge, as for the first time in the history of our membership of the European Union, the budget allocated to Poland includes expenditure not only on the existing cohesion policy, but also on the Common Agricultural Policy, the Common Fisheries Policy, the Social Climate Fund, funds relating to asylum, migration, border management and new objectives concerning the EU defence and security capabilities.

Three key objectives we aim to achieve through investment from European funds are as follows:

  • new economic model based on Polish technologies and the growth of domestic private companies,
  • balanced development of Poland, rather than just of its largest cities,
  • building resilience and security in such a way that the benefits of investment remain within the Polish economy.

When drawing up the National and Regional Partnership Plan, we must first identify the most important objectives and priorities. We will subsequently draw up a comprehensive, coherent and mutually reinforcing package of investments and reforms for Poland. It will be linked to clearly defined objectives for Poland and the EU as a whole and respond to national, regional and EU-level challenges. Only in the next step we will discuss the allocation of funds.

In accordance with the ordinance, the role of the Task Force is to develop recommendations for the preparation of the National and Regional Partnership Plan for Poland for 2028–2034.

As part of the Team’s work, working groups may be established. They will enable discussions in smaller groups and the development of specific and practical recommended measures. If we identify such a need, we will also invite additional experts who are not members of the Team to work on specific issues.

At the next stages of the work, the draft Plan will be subject to extensive consultation, including public consultation, so that all stakeholders can express their opinion on the measures proposed therein.

Once the ordinance establishing the Team has come into force and the eligible entities have appointed their representatives, the Team will hold a plenary meeting. We assume that the first meeting could take place in March.
