Minister Grzegorz Puda summed up the progress of negotiations of regional contracts with voivodeship marshals

The progress of negotiation of regional programmes with the European Commission is the topic of today’s meeting of Minister of Development Funds and Regional Policy Grzegorz Puda with the Convention of Voivodeship Marshals of the RP.
Poland is currently closing the financial perspective 2014-2020 and programming a new perspective for 2021-2027. We strive to mobilise cohesion policy funds 2021-2027 and other European sources as soon as possible.
‘Our common goal is to adopt regional programmes till the end of 2022’, Minister Grzegorz Puda said at the meeting with voivodeship marshals in Kazimierz Dolny. ‘I would like to thank EC negotiation teams, local governments and the MDFRP for the huge amount of work done to negotiate the programmes’,
the MDFRP head stressed.
Status of negotiations of regional programmes with the EC
The first national programme for 2021-2027 – Technical Assistance for the European Funds has already been adopted by the EC. Three other ones, i.e. European Funds for the Infrastructure, Climate and Environment, European Funds for a Modern Economy and European Funds for Eastern Poland have already been negotiated and submitted to the European Commission for approval.
When it comes to regional programme projects, most of the thematic meetings for each region have already taken place among the following participants: EC – voivodeship government – MDFRP.
‘Thanks to the excellent cooperation of all the parties, we have clarified and agreed upon the majority of EC remarks. This is a great success because the Commission has submitted more than 400 observations on the average for each programme’,
Minister Puda stressed.
The Minister informed that not many disputable matters were still left, which promises a fast conclusion to the negotiations.
76.5 billion euro for Poland under the Partnership Agreement
The European Commission adopted the Partnership Agreement on 30 June 2022. Pursuant to it, Poland will remain the greatest beneficiary of the cohesion policy among all the EU member states. As part of the agreement, an investment strategy was approved with cohesion policy funds worth 76.5 billion euros, which equals almost 350 billion PLN.
Under the regional programmes voivodeships will receive more than 33 billion EUR for direct management or nearly 44% of cohesion policy funds assigned to Poland.
- About 8 billion EUR (the majority of funds) will finance green investments that are part of the European Green Deal.
- 3.5 billion euros will be assigned for the support of innovation and entrepreneurship.
- 2 billion euros will be spent on measures to combat social exclusion.
