New Digital and Environmentally Friendly Transformation Fund to support SMEs

Supporting Polish entrepreneurs in the implementation of digital projects and investments that will reduce energy consumption - these are the goals of the newly established Digital and Environmentally Friendly Transformation Fund. Today, the Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz has signed an agreement with the Polish Agency for Enterprise Development (PARP) to finance the fund. The European Funds for the Modern Economy (EFME) programme will allocate PLN 792 million for this purpose.

More than 200 Polish companies will benefit from the support of the new fund.

A fund for digital and energy-saving technologies which has not previously existed in Poland is launched today. It is a mechanism to support Polish companies in the implementation of technology and the adaptation of new solutions, so that companies can compete effectively and efficiently in the international arena. This amounts to nearly PLN 800 million in preferential, partially redeemable loans for SMEs and large enterprises

Digital and Environmentally Friendly Transformation Fund - rules of support


Digitalisation and the green transformation of businesses need appropriate attractive sources of external funding, such as loans with favourable interest rates and the option to redeem part of the capital.
Loans from the Digital and Environmentally Friendly Transformation Fund will start to be disbursed from mid-2026, with loan values ranging from PLN 2.5 million to PLN 15 million. Both SMEs and large companies will be able to receive a loan.


Support will be provided on attractive terms. The loans will have a long repayment period (up to 15 years), a low interest rate (just 0.5 per cent per annum). A grace period for capital repayment (up to 24 months) and write-off of part of the loan (up to a maximum of 15 per cent of the loan principal amount upon completion of the investment) will be possible.
Financing from the fund will be repayable and the money, once companies have repaid their loans, can be used in subsequent turnovers to fund further investment.
The Polish Agency for Enterprise Development and the financial partners selected by the PARP will be responsible for operation of the fund.


EFME support for companies


The new support instrument was introduced as part of the review of the EFME programme. It showed that there was a need to complement the EFME programme's offer to support companies in the implementation of digital projects and green investment (without the requirement of an R&D component, which is essential for projects funded under the SMART path).
Since its inception, guarantees have been available under the EFME programme to facilitate companies' access to bank loans and equity investment for start-ups. We are now adding loans to the programme offer.
