New priorities strengthening the security of Poland

The European Commission has adopted the amendments to the European Funds for Infrastructure, Climate and the Environment programme, as proposed by our ministry. One of the most significant changes involve funding of dual-use projects in the energy and transport sectors.
The amendments to the FEnIKS programme result from the second round of the mid-term review. As part of the review, we have identified four new priorities. In particular, they relate to security, military mobility and dual-use (civil and military) infrastructure.
Resilient infrastructure
Due to the changes approved by the European Commission, transport infrastructure – including rail, road and maritime networks – will ensure the efficient, safe and rapid movement of troops, equipment and people in emergency situations; energy security will also be strengthened by increasing the resilience of power plants, electricity grids and district heating systems to crisis incidents, the development of energy storage facilities and the digitalisation of energy systems. The FEnIKS programme has been expanded to include the following priorities:
- co-funding of investments that enhance energy security and the system’s resilience to disruptions as well as physical and environmental threats; support for solutions implementing automation, digital functionalities and cybersecurity in energy systems (including IT equipment and systems for automatic data exchange, particularly in the areas of military mobility and critical infrastructure resilience), as well as physical and technical protection;
- supporting the development and adaptation of railway infrastructure to dual-use requirements;
- funding for projects increasing the capacity and resilience of transport infrastructure of strategic importance, particularly in relation to civil protection and defence;
- support for the smooth and effective implementation of the programme.
