New support instruments for business innovation will increase national security

The European Commission approved the establishment of two new instruments - the Critical Technology Support Fund and the Digital and Green Transition Fund.

The European Commission has adopted the changes we submitted to the European Funds for the Modern Economy programme. We are opening a new stage in supporting Polish entrepreneurship

 - Minister Katarzyna Pełczyńska-Nałęcz said.

Critical Technology Support Fund

The fund will support the biotechnology, digital technology sectors and solutions contributing to the development of the so-called clean and resource-efficient technologies in the form of grants.

Its budget amounts to PLN 4 billion. The money will be available to co-finance R&D and investment activities. Calls for proposals will be launched in the second half of the year. Companies that plan to develop dual-use technologies - civilian and military - will also be eligible to apply for grants.

The programme was established as part of the new additional 5th priority of the FENG programme - Strategic Technologies for Europe Platform (STEP).

To be recognised as “critical”, technologies must meet one of two key criteria. Firstly, they should bring to the European market at least two of the three elements: innovation, breakthrough or the highest level of modernity, closely linked to the significant economic potential of such a solution. Alternatively, these technologies should contribute to the strategic economic independence of Poland and the EU. 

Digital and Green Transition Fund

The second new programme approved by the EC will help Polish companies to implement and develop the necessary technologies and solutions in the scope of, among others, cyber security, digitalisation and green technologies and innovations. 

The fund will offer loans for digitisation and greening, which will be partially redeemed once all project assumptions have been met. The aim of the Fund is to improve the competitiveness of Polish companies, reduce production costs, develop new products and services and improve digitalisation and cyber security as part of business operations. 

The fund's budget amounts to approximately PLN 800 million.

Loans to entrepreneurs will be available in Q1 2026.

National Development Strategy 2035

The new instruments are in line with the objectives of the new National Development Strategy 2035, to be submitted for public consultation in the middle of this year. One of the priorities of the Strategy will be the active policy towards industry and new technologies, focusing on cutting-edge innovation and accelerating the transformation of the economy. The main objective is to increase the number of domestic private companies that move quickly through the stages of development and are able to compete in the global market by innovation and product quality.
