Poland has submitted the 4th and 5th requests for payment under the NRP

We have achieved an extremely ambitious plan: we have surpassed the halfway mark for KPO applications – we have already submitted five of the nine applications planned. Today (27 December 2024), the Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, signed the 4th and 5th payment claims under the National Recovery Plan.

It is forecast that Poland will receive up to PLN 30 billion from both proposals (4 and 5) next year. The year 2025 will see a time of investment – we plan to invest more than PLN 90 billion from the NRP. Among other things, the funds will be used for new nursery places, broadband Internet access, cardiac care in hospitals, energy transition or upskilling of adults. 

The fourth and fifth payment requests from the NRP, which have been sent to the European Commission, contain 41 milestones and indicators. These include the implementation of reforms and investments in areas such as a resilient society, mobility, clean and secure energy, and modern education and agriculture.  

We will invest the money from the fourth and fifth payment requests under the NRP in 2025 in:

  • the construction of a 250 km gas pipeline (Gdańsk-Gustorzyn);
  • 4 observation satellites (we will launch the first one next year and three more the following year); 
  • energy networks;
  • wind power plants in the Baltic Sea;
  • cardiology hospitals;
  • the establishment of Industry Skill Centres (10 of them exist, the target is more than 120) and training of 14 thousand people in the above-mentioned centres; the target is 24 thousand people;
  • passenger rolling stock;
  • broadband access; in total, several hundred thousand households will be covered; 
  • equipping 100 thousand classrooms in vocational schools and general education institutions with e-learning equipment;
  • the creation of 16 thousand artificial intelligence (AI) labs, as well as science, technology, engineering and mathematics (STEM) labs in schools.

In 2024, Poland received a total of PLN 67 billion from the first three NRP applications. More than 90 per cent of the NRP funds are already available in calls for proposals.
