Poland received PLN 40 billion from the second and third application for payment under the NRP

On 17 December, Poland received PLN 40 billion from the second and third payment requests from the National Recovery Plan. This is already a total of PLN 67 billion, which will contribute to the further development, innovation and competitiveness of the Polish economy in the coming years.

We have received billions more for investments. Among other things, funds under the NRP will go towards the creation of new places in nurseries, high-speed Internet, the insulation of buildings, the modernisation of energy networks or the construction of wind power plants,

Katarzyna Pełczyńska-Nałęcz, Minister for Funds and Regional Policy, said.

Poland submitted the second and third payment claims under the NRP to the European Commission on 13 September 2024. As announced by the Minister for Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, the funds from both proposals, i.e. around EUR 9.4 billion (just over PLN 40 billion), reached our country before Christmas. We will invest them in:

  • the energy efficiency of flats and homes;
  • safe, smooth and sustainable transport;
  • better digital infrastructure for education;
  • new energy sources that strengthen Poland's energy security;
  • modernisation of the energy network;
  • more liveable and environmentally friendly cities.

Poland has plans to send the 4th and 5th NRP payment applications this year.

Investments in 2024 with NRP 

Despite a 2-year delay in the release of NRP funds, investments under the programme were significantly accelerated in 2024. We have already launched calls for more than 93.4 per cent of NRP funds: 93.9 per cent in the grant part and 93 per cent in the loan part. They concern the co-financing of 50 investments, i.e. 39 in the grant part and 11 in the loan part.

By 17 December this year, more than 630,000 contracts worth more than PLN 41.8 billion were concluded, representing 15.9 per cent of the NRP funds. Contracts in the grant part amount to more than PLN 40.3 billion or 36 per cent of the funds. In the loan part, contracts were worth more than PLN 1.4 billion, representing 1 per cent of the funds.

Since the beginning of 2024, the largest payouts have gone to the following investments:

  • for the renovation, insulation and new heat sources of houses and flats – nearly PLN 3.75 billion;
  • investments to diversify and shorten the supply chain of agricultural and food products and build the resilience of actors in the chain – approximately PLN 922 million;
  • access to superfast Internet in areas with no coverage – more than PLN 485 million;
  • passenger rolling stock – nearly PLN 360 million.
