Record-breaking day and major NRP investment projects

Twenty-two agreements for the total amount of over PLN 13 billion have been signed and announced today in various parts of Poland. It is the highest number of agreements concluded on a single day since the launch of the National Recovery and Resilience Plan (NRP). Due to this support, among others, PGE will finance the expansion and modernisation of electricity grids, and the Maritime Office in Gdynia will adapt the Port of Łeba for the construction and operation of Polish offshore wind farms in the Baltic Sea.
We promised that 2025 would be a record year for accelerating investment from the National Recovery and Resilience Plan and this is happening by concluding these record-breaking agreements signed today. During the first three months of this year, we signed agreements for PLN 47 billion. This is twice as much as during the entire period of the NRP operation, which means that for three months we have doubled the contracting of NRP investments. It is only the beginning of this year and these investment projects are already progressing at such an incredible pace

We doubled the value of the agreements signed in Q1 2025, relative to what was signed by the end of 2024. The value of the agreements currently stands at over PLN 90 billion. This means that we have already invested more than 33 per cent of the Polish NRP budget.
In parallel, we are launching further calls for proposals. Starting from today, applications for funding for the following activities can be submitted: Environmental Technologies and Innovations” - approx. PLN 274 million (for companies) and “Clean Air” - a total of PLN 13.9 billion for the entire programme (for households), of which PLN 6 billion has already been contracted. In the coming days, the call for “Fast Internet” will be launched - PLN 2.4 billion (for operators).
Development and security of Polish electricity networks
Today we have signed record agreements under the National Recovery and Resilience plan in terms of volume, in an area that is definitely fundamental to this plan and to the NRP as a huge investment, namely the extensive energy transition. This transition shall first and foremost serve people to ensure that energy in Poland is secure, modern, accessible and affordable, and that it is the driving force of our economy

Due to the agreements, two companies owned by PGE - PGE Energetyka Kolejowa S.A. and PGE Dystrybucja S.A. - will receive a total of more than PLN 12 billion funding for the expansion and modernisation of electricity grids.
With the record funding, PGE Dystrybucja will accelerate its energy transition, relying on the development of a modern and robust grid infrastructure. These investment projects will not only improve the quality of energy supply but also contribute to achieving climate goals and further economic growth for the country.
PGE Dystrybucja will receive more than PLN 9.5 billion in loans. The funds will allow to enhance the company's capability to integrate renewable energy sources and improve the security of energy supply through the construction and modernisation of the electricity grid.
On the other hand, PGE Energetyka Kolejowa S.A. will receive more than PLN 2.5 billion in loans for the “Railway Distribution 4.0” project. It aims to strengthen the security, improve energy quality and increase the possibility of connecting more RES sources to the distribution network feeding the Polish railway and the accompanying ecosystem.
Construction of an offshore service terminal in Łeba
Cheap electricity will flow from Łeba. We have signed the agreement under the NRP for the implementation of the strategic investment for the energy security of the country. PLN 190 million grant will be allocated for the construction of a service terminal in Łeba. This is one of three terminals that will build and operate Polish offshore wind farms on the Baltic Sea, which will provide Poles in Pomerania and across Poland with cheap, safe and clean electricity

The Maritime Office in Gdynia and the Centre for EU Transport Projects signed an agreement securing the support for the construction of an offshore service terminal in Łeba to provide service to the fleet supporting the construction and maintenance of offshore wind farms.
The budget for the project amounts to PLN 232.4 million.
In total, three such terminals will be built, also in Darłowo and Ustka.
Millions for new trams from the NRP
As part of the agreements signed today under the National Recovery and Resilience Plan, almost PLN 590 million will be allocated to four Polish cities for the development of low-emission public transport.
Due to the funding, Kraków, Wrocław, Poznań and Bydgoszcz will purchase a total of 88 trams.
