Revision of the NRP with the key support for the local government and entrepreneurs

The establishment of the Security and Defence Fund or the strengthening of the State Labour Inspection are among the major changes in the recently completed revision of the National Recovery and Resilience Plan (NRP). The European Commission has accepted the proposals of changes presented by the Ministry of Development Funds and Regional Policy.

Yesterday, we received a document from the EC which finally confirms the arrangements regarding the revision of the NRP. The change that was supposed to be minor and turned out to be the biggest. It takes into account all five items which reflect Poland's strategic and development objectives

- the Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz said at a press conference.

As Minister Katarzyna Pełczyńska-Nałęcz emphasised, we are the first and so far the only country in the European Union to create the Security and Defence Fund of PLN 25 billion under the NRP. This means that the strategic objective of development based on building Poland's security is reflected in the new very large Fund, which will also and above all be able to operate after 2026.

A very important change in this revision is the strengthening of the State Labour Inspection (PIP). It was requested by both employees and employers. The key issue is that the PIP should act in a smarter and more efficient way, so that it does not inspect blindly but more deliberately. Therefore, we need a technical reform within the PIP and access to better data - Deputy Minister Jan Szyszko added.

The National Recovery and Resilience Plan - key changes

Resilience and competitiveness of the economy

  • the establishment of the Security and Defence Fund (SDF) which will aim to increase Poland's security and strengthen our preparedness for crisis situations. The support will amount to PLN 25 billion. We will allocate the money for shelters for the population, the construction of infrastructure necessary for military mobility, modernisation of enterprises relevant to the security and defence sector
  • abandoning the compulsory contributions to all civil law contracts (orders, contracts for specific work). We replace this by strengthening the competence of the State Labour Inspection in the effective enforcement of labour law regulations.
  • strengthening the InvestEU programme for Polish companies - due to the injection of EUR 160 million (over PLN 679 million) from the NRP funds, Polish small and medium-sized companies will have easier access to loans and credits for necessary investments or liquidity support. The amount of loans will be up to PLN 10 billion.

Green energy and reducing energy intensity

  • transfer of an additional EUR 100 million (over PLN 424 million) for the thermal modernisation of schools. Due to this reform, 270 heat sources at schools will be replaced or upgraded, instead of 70 as planned. The energy modernisation will cover 492 school buildings and result in lower energy bills for these facilities (originally 250 planned).

Digital transition

  • amendments and clarification of provisions to meet the needs of schools regarding the technical requirements of investments to provide access to very high-speed internet in areas of white spots.
  • allocating additional EUR 36 million (over PLN 152 million) to build three national data processing centres to improve cyber security for citizens and businesses.

Green, smart mobility

  • extending the scope of support offered for the purchase, rental and lease of electric vehicles to include small buses and small vans. Expanding the group of support recipients to include non-governmental organisations, institutions and care centres, medical and educational institutions and national parks.
  • extending the scope of investment to include a possibility of financing the replacement of more than 106.5 thousand old tachographs with smart tachographs in heavy goods vehicles engaged in international road transport. The support will amount to EUR 76 million (over PLN 322 million).

Energy security

  • an increase of EUR 228 million (over PLN 968 million) in the Energy Support Fund. The funds will be allocated for modernisation of the electricity grid and supporting the creation of new RES.

Completion of work on the NRP revision

The entire mandate of the Council of Ministers regarding the current revision of the NRP has been implemented and negotiated with the EC. Now we are only waiting for the final formal approval of this revision by the EU Council.
