Security and Defence Fund - transparent consultation and open dialogue with business

The Ministry of Development Funds and Regional Policy is working on the Act on the Security and Defence Fund (SDF) in a transparent and open manner with broad participation of social and business partners. The draft has been published in the Government Legislative Process, a service run by the Government Legislation Centre, where anyone interested can read it and submit their views.

The document was also submitted for opinion by representatives of employers' and employees' representative organisations, including trade unions, the Business Centre Club, the “Lewiatan” Confederation, the Union of Entrepreneurs and Employers and the Federation of Polish Entrepreneurs. The organisations have already provided their feedback and the Ministry will address the comments in the next version of the draft.

Since the beginning of the work to establish the fund, a dialogue has been conducted with entrepreneurs and local authorities in order to best respond to their real needs. A series of meetings have already taken place with industry stakeholders and local government representatives. Questions and expectations raised are reviewed on an ongoing basis and will be taken into account when developing the investment strategy.

The Act on the SDF, processed by the MDFRP, is not only expected to strengthen the country's security, but also to create stable conditions for investment, support the development of modern technologies and provide entrepreneurs and local communities with a real impact in the final legal solutions.

About the SDF

The Security and Defence Fund is established as part of the National Recovery and Resilience Plan (NRP). The money will be used to fund projects related to:

  • protection of the population - construction of shelters and protective facilities for the population and the modernisation and construction of the infrastructure necessary to safeguard social needs (water intakes, food storage facilities, communication systems);
  • dual-use infrastructure - railways and roads that can be used for military mobility;
  • modernisation of industry - investment to increase the productivity of companies, support for R&D in dual-use areas;
  • protection of critical infrastructure (including cyber security).

The SDF will significantly address the needs of local authorities. They mainly relate to the support for investment such as, for example, ad hoc hiding places and shelters, or infrastructure, including transport, which is necessary to improve security and mobility.
