Today, the Council of Ministers has adopted the Concept of National Development 2050 (KRK). It is an innovative strategic document that determined a vision for Poland's development over the next 25 years. The document responds to global megatrends and dynamically changing socio-economic, environmental, spatial and geopolitical conditions.
KRK 2050 is the first horizontal development concept in Poland prepared on the basis of analyses of likely future scenarios in the difficult and uncertain current context of Poland (strategic foresight), analysis of megatrends and in-depth consultations with experts, local governments, social partners and the scientific community.
The document not only shows the key challenges facing Poland, but also proposes various future scenarios to help prepare resilient and flexible public policies.
Adopting the KRK 2050 is part of building the state's capacity for strategic and long-term thinking. The document is intended to help Poland better respond to global challenges, but also to take advantage of emerging development opportunities

Why do we need KRK 2050?
The Concept of National Development 2050 presents an integrated view of Poland's long-term development challenges and opportunities, taking into account the changing global, European and national environment. The analysis of trends, the development of variant scenarios, the identification of key challenges and the formulation of key lessons allow for building a robust foundation for public policies that are resilient, flexible and socially just.
The concept provides the basis for medium-term development strategies, including the medium-term national development strategy and regional, urban and sectoral policies. It will also be a benchmark for the programming of European funds after 2027. It is intended to inspire actions by local authorities and local communities who will be able to benefit from its recommendations, taking into account the specific nature of their territories.
What does the KRK contain?
The Concept of National Development 2050 includes:
- The vision of Poland 2050 as a modern, resilient, climate-neutral and solidarity-based state that provides a high quality of life for all inhabitants.
- Analysis of global and European megatrends that affect Poland's development. They concern: economics, technological acceleration, demographics, climate and environmental change, the reorganisation of space or the transformation of the global order.
- Four development scenarios to better prepare for different future options, depending on external circumstances.
- A list of development challenges that includes, among others, social transformation, developing a modern economy based on innovation and environmental transformation, strengthening state security and sustainable spatial design.
- Key findings that underpin further public policy programming at the national and regional level.
How was the KRK 2050 developed?
The KRK 2050 was developed in collaboration with a wide range of stakeholders and experts from different fields. Work on the document was continued from September 2021 to July 2025. The main conceptual work was carried out by the Ministry of Development Funds and Regional Policy in cooperation with the Institute for Urban and Regional Development and the Institute for Environmental Protection - National Research Institute.
The preparation of the KRK 2050 involved local governments, academia, business, NGOs, ministries, as well as citizens in public hearings, debates, expert panels and workshops.
The document went through a full cycle of public consultation (more than 800 comments, mainly from local authorities) and inter-ministerial agreement. It is positively endorsed by the Development Policy Coordination Committee, the Joint Commission of the Government and Local Self-Government and the Standing Committee of the Council of Ministers.
