The Council of Ministers has approved amendments to the NRP

On 29 January 2025, the Government adopted a resolution submitted by the Minister of Funds and Regional Policy to amend the National Recovery and Resilience Plan (NRP). The changes are directly linked to the submission of Poland's payment request covering the fourth and fifth tranches of NRP funds to the European Commission on 27 December 2024.

With iron discipline, we are following the plan we set ourselves a year ago. Since December 2023, we have already submitted five payment claims and received PLN 67 billion. We carried out the largest revision of the NRP. Ahead of us in 2025: two revisions, disbursement of money from the 4th and 5th payment claims, submission of the 6th and 7th claims,

Minister for Development Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz said.

Key solutions

  • Increasing the budget of the Energy Support Fund by almost PLN 1 billion. This will, among other things, make it possible to fund the development of the energy grid and energy storage facilities.
  • Abandonment of the reform of the taxation of civil law contracts.

The proposed alternatives include the following reforms:

  • ensuring that bogus civil law contracts are effectively transformed into employment contracts while increasing the effectiveness of the State Labour Inspectorate's activities;
  • Labour Code reform providing for more favourable rules for calculating the length of service of past employees under civil law contracts;
  • a reform of social security for people in artistic professions through an adequate inclusion of artists in the social and health insurance system.
  • Opportunity to invest money faster by settling ahead of time (10 NRP meters). 

The resolution adopted by the government gives a mandate to the Minister of Development Funds and Regional Policy to conduct official negotiations with the European Commission. A formal request for NRP revision will be sent to the EC before 31 January.

The changes are intended to ensure the effective implementation of socially important reforms and investments related to the NRP. They will bring our plans more in line with the country's real development needs.
