The first meeting of the Team for the Preparation of the National and Regional Partnership Plan

Work on preparing Poland's budget for the EU new financial framework is accelerating. - We want to plan our investments and reforms as effectively as possible, said Minister Katarzyna Pełczyńska-Nałęcz. She emphasised that the objectives contained in the Development Strategy of Poland until 2035 provide the basis for the PPKR planning.

At the Ministry of Development Funds and Regional Policy, the first meeting of the Team to support the preparation of the National and Regional Partnership Plan for Poland for 2028–2034 (PPKR) has been held today.

In the European Union’s next financial framework, Member States will draw up their budgets in accordance with their plans. The task of the team appointed by the Minister is to develop recommendations for the preparation of the PPKR. It comprises over 80 representatives of ministries, local authorities, social and economic partners, as well as representatives of the scientific and academic communities and NGOs.

The entire investment and reform plan shall be included in a single document. We will prepare it on the basis of the new Development Strategy for Poland for the next 10 years,

She highlighted the issues that had already been agreed.

In the National and Regional Partnership Plan, we maintain the key, collaborative and highly significant role of local authorities. The marshal offices will manage 44 per cent of the funds, and there will be 16 regional chapters – one for each voivodeship. We will maintain the same balance between the common agricultural policy and rural areas, on the one hand, and cohesion policy, on the other, in the next financial framework as currently, the head of the MDFRP said.

Allocation of funds in the new EU budget

Poland will be the largest beneficiary of the EU budget for 2028-2034. Our country is expected to receive over EUR 123 billion, i.e. approximately half a trillion zlotys.

The new budget will not include separate funds, but it will consist of a single comprehensive pool of resources allocated as part of the investment and reform plan. The assumptions of the PPKR will also include priorities relating to the Common Agricultural Policy, the Common Fisheries Policy, and funds for security, border protection, migration and asylum.

Work on the PPKR based on the objectives of the Development Strategy of Poland until 2035

The Development Strategy of Poland on which the package of investments and reforms included in the PPKR is supposed to be based, will soon be adopted by the government. It outlines Poland’s main challenges and development objectives for the next 10 years, namely:

•          demographic objective – reversing the downward trend in fertility rates and adapting the state to the ageing population;

•          economic objective - a new economic model based on Polish technologies and the growth of domestic private companies;

•          security objective - building resilience and security in such a way that the benefits of investment remain within the Polish economy;

•          horizontal objective - balanced development of Poland, rather than just of its largest cities.

Team for preparation of the PPKR

The Team’s work on drafting the PPKR is intended to ensure transparency, dialogue and the exchange of opinions as well as the involvement of all stakeholders in shaping the country’s development priorities for the new EU financial framework. For the first time this process will involve such a wide range of institutions.

The Team consists of:

•          government representatives – representatives of the ministries competent in areas covered by the PPKR intervention, Statistics Poland, departments of the Ministry of Development Funds and Regional Policy;

•          representatives of local government – representatives of Marshals of Voivodeships and local government officials from the Joint Commission of the Government and Territorial Self-Government;

•          representatives of civil society, business, the fisheries and agriculture sectors, social economy and the scientific and academic community.

Working groups will also be set up within the Team, which will allow them to focus on more specific issues and facilitate in-depth discussion and the development of practical proposals for the PPKR’s recommendations. The working groups will be able to invite external experts to collaborate.

The assumptions to the National and Regional Partnership Plan shall be finalised by mid-2026. Once they have been adopted, work on the PPKR will continue, including public consultations. It is planned that the plan will be adopted by the Council of Ministers in mid-2027 and submitted to the European Commission to start the negotiations of the document. This would mean that the implementation of the PPKR would start in early 2028.
