The government has approved the revision of the NRRP: personal assistance and nearly PLN 660 million for security - FBiO and satellites

Improvement of the care system for persons with disabilities, additional PLN 447 million for the European satellite programme and PLN 211 million for the Security and Resilience Fund - these are the key changes proposed for the National Recovery and Resilience Plan. The government has approved the revision of the NRRP today.
We are updating the National Recovery and Resilience Plan to adjust the schedules for reforms and investments to the actual pace of their implementation. The aim of the changes to the NRRP is the maximum use of the funds available under the programme.
The revision assumes two significant changes. The first one is the inclusion of the support programme for persons with disabilities in the NRRP.
The second change involves budget reallocations resulting from the fact that, due to the cold weather and snow, some projects did not progress as quickly as intended. We have reallocated a total of EUR 50 million to key strategic investments – the Security and Defence Fund and EUR 106 million to the European satellite programme, IRIS2. This will enable us to add these funds to the purchase of lower-tier satellites, which will allow Polish companies to join the programme

Scope of the NRRP revision
The revision will comprise both the reforms and the investment projects planned in the NRRP. In the case of investment, the changes result from weather conditions and tender procedures, which have imposed the necessity to adjust their scope. The key changes include:
- Introduction of personal care assistance to replace the senior citizen voucher (the A70G reform) – the focus on improving the situation of persons with disabilities is part of the government’s priorities; it remains consistent with international guidelines and regulations in the scope of long-term care (e.g. compliant with the United Nations Convention on the Rights of Persons with Disabilities).
- Voluntary contribution to the EU IRIS2 secure communications programme – the additional amount of approximately PLN 447 million (EUR 106 million) to increase the bandwidth secured, which will allow to fully meet not only the needs of public services and, to a large extent, those of the armed forces, but also those of crisis management services, the Air Ambulance Service and Polish diplomatic missions abroad. At the same time, Polish companies will gain much greater opportunities to participate in satellite construction, with the Polish industry able to join the supply chains involved.
- More funds for the Security and Defence Fund – increasing the fund’s budget by approximately PLN 211 million (EUR 50 million), bringing the total budget of the FBiO to PLN 22.9 billion (EUR 5.38 billion). The fund will strengthen Poland’s defence capabilities and security. The funds will be used, among others, to finance the construction of shelters, safe havens, wells, water intakes and local boreholes, as well as telecommunications infrastructure for crisis management, projects for the construction and renovation of roads and railway infrastructure, which serve the military in the event of crisis and, on a day-to-day basis, improve local passenger and freight transport. Half of the FBiO funds will be allocated to local authorities, which will be able to spend them on the construction and modernisation of shelters and road infrastructure. Polish companies specialising in defence technologies will also benefit from the fund.
Schedule for the adoption of the revision
Conducting and completing the NRRP revision is a prerequisite for submitting the next request for payment for the NRRP (eighth request for payment), scheduled in May 2026.
The amendments to the NRRP adopted by the Council of Minister were formally submitted on 10 March this year in the form of a request for revision to the European Commission, which has two months to evaluate them.
The European Commission is expected to reach a decision on the assessment of the revision around mid-April this year. At the beginning of May this year, the EU Economic and Financial Affairs Council (ECOFIN) is expected to approve the amendments to Polish NRRP, which will formally conclude the revision process.
NRRP for Poland
The National Recovery and Resilience Plan (NRRP) comprises 59 investment projects and 54 reforms and its aim is to strengthen the Polish economy.
Under the NRRP, Poland will receive approximately PLN 233 billion (EUR 54.71 billion), including approximately PLN 107 billion (EUR 25.27 billion) in the form of grants and PLN 126 billion (EUR 29.44 billion) in the form of preferential loans. Until today, Poland has received approximately PLN 115 billion from five requests for payment submitted under the NRRP and the REPowerEU advance payment.
