Tripartite agreement on the EFDD 2021-2027 programme implementation system

On 2 February 2023, Minister of Development Funds and Regional Policy Grzegorz Puda and representatives of the Chancellery of the Prime Minister and the Digital Poland Project Centre executed a tripartite agreement on the European Funds for Digital Development 2021-2027 programme implementation system.

Nearly 2 billion euros for Poland’s digital transformation

‘European Funds for Digital Development is an investment in further digital development of Poland.  Investments under the Programme will increase and facilitate access to the internet. They will help develop electronic public services and improve access to digital data. Beneficiaries of the Programme will also be able to apply for support to implement projects relating to the broadly understood cybersecurity, which is particularly important during the war’,

Minister of Development Funds and Regional Policy Grzegorz Puda said.

The agreement signed on 2 February 2023 regulates interdepartmental rights and obligations and sets the framework of the cooperation for the next seven years.

As part of the measures contained in the document, DPPC as the Intermediate Body will be responsible for selecting projects for funding, supervising the projects and their settlement among other things. In turn, the Chancellery of the Prime Minister will work towards an EFDD-friendly legal environment and coordinate the country's computerisation.

This is the necessary next step towards launching the programme and attaining the objective, i.e. digital development of the country.

Increased access to e-services and fast internet

‘Thanks to the European Funds for Digital Development 2021-2027 Programme, co-finance initiatives that facilitate access to new e-services and data and to IT systems that residents, enterprises and the public administration will be able to use’, the Head of MFiPR summed up. The F programme will also contribute to the further development of e-services and systems necessary to render them, including systems digitising back-office processes.

The support under EFDD is an opportunity for 700,00 additional dwellings and 140,000 enterprises to have access to fast internet.

Project subsidised under this programme will contribute to the creation of new and the modernisation of existing public e-services. We estimate that the Polish people will use them at least 700 million times by 2030. 

The European Funds for Digital Development 2021-2027 Programme continues the Digital Poland 2014-2020 Programme. It is an instrument for achieving Objective 1 – A more competitive and smarter Europe.
