Two years with the National Recovery Plan How the funds are changing Poland

We have already signed 933 thousand agreements for almost PLN 165 billion. This represents 68.8 per cent of the total programme allocated to our country. We invest the money, among others, in thermal modernisation of buildings and the replacement of inefficient heat sources, road safety, the modernisation of railway lines as well as new nursery places and broadband internet. This is the balance of two years of investments financed by the National Recovery Plan (NRP) which are driving the development of the Polish economy.

On 15 December, two years ago, we sent the first request for payment from the NRP. Since then, development has taken off - for people, for local Poland and for the Polish economy and security. Almost one million agreements have already been signed, nearly PLN 100 billion have reached our country - said the Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz at a press conference in Katowice.


NRP in figures


The budget of the entire NRP for Poland is PLN 230 billion. To date, we have already signed over 933 thousand agreements with beneficiaries for more than PLN 165 billion, which accounts for 68.8 per cent of the programme.


In the grant part, agreements amount to over PLN 81.3 billion (73.6 per cent of available money), while in the loan part - to over PLN 84 billion (64.7 per cent of the allocation).


Poland has already received almost PLN 100 billion from the NRP. The last payment of PLN 26 billion was transferred on 1 December 2025.

Next year, Poland will receive three transfers: in April for the sixth and seventh request for payment, in late July/early August for the eighth request for payment and in December for the ninth request for payment. This will be the culmination of huge funds which, on the one hand, will be invested in Poland and, on the other hand, will flow into Poland. In December, with the last transfer from the NRP, we will complete a huge investment project, a development project, the National Recovery Plan. The outcomes of this project: infrastructure for the economy, for people, for local Poland and for security will remain with us for years to come

NRP supports the development of local Poland


Due to the NRP, more than 140 thousand households have gained access to high-speed internet. With co-financing from the NRP, 521 thousand of them will be connected.
We have contracted the purchase of almost 1800 buses and 120 trams.
We are warming up dwellings using the NRP funds. We signed 400 thousand out of 465 thousand grants for single-family houses. The budget for thermal insulation of schools has doubled. Almost 500 schools will benefit.
We have already signed 248 agreements for investment in water and sewerage networks for the amount of PLN 898 million. 
Ultimately, 467 municipalities will sign agreements for the total of PLN 2 billion.


Accelerating the Polish economy


The National Recovery Plan significantly supports the modernisation of Polish railway. The amount of PLN 10.7 billion has been earmarked for investment to improve the railway infrastructure. They include track modernisation, upgrading traffic control systems and repairing bridges and viaducts. We have invested more than PLN 5 billion in the purchase or modernisation of 413 trains. As a consequence, railway is becoming a more competitive, convenient and environmentally friendly means of transport.
NRP finances Poland's energy transition. We have earmarked PLN 111 billion for the modernisation and expansion of energy infrastructure. Of this amount, more than PLN 90 billion has been contracted.
NRP money is invested in the modernisation and development of companies. We have more than doubled the loan guarantees for SMEs (to PLN 1.5 billion).


NRP for all of us


We have already signed agreements for 47 thousand places for children in 1000 crèches and children's clubs. This is almost 100 per cent of the assumed target.
91 Sectoral Skills Centres have been set up to develop the skills needed in the modern labour market. We have signed agreements for the establishment of 120 such facilities. More than 7 thousand people were awarded certificates confirming qualifications and skills obtained.
432,934 vouchers were issued for the purchase of laptops for teachers.
Due to the NRP support, more than 1000 social economy entities have received support. People with disabilities work in 500 centres.
We will allocate PLN 18 billion for health care. Of this amount, among others, PLN 8 billion will be transferred to almost 500 establishments - 133 of them have already received support. PLN 1.5 billion of funding has been earmarked for almost 100 geriatric care facilities, 76 of which have already received support.


A secure future


Poland will be the first country in the European Union to allocate part of the NRP funds to strengthen the country's security and defence and our emergency preparedness. The Security and Defence Fund amounts to more than PLN 22 billion. We will invest this money in the development of protective buildings and civil protection infrastructure, the construction and modernisation of dual-use infrastructure, cyber security, the production capacity of Polish industry and support for research and development. Money from this fund will also be available for use after 2026, i.e. after the termination of the NRP.


The NRP supports road safety. 300 thousand people live in towns that will gain bypasses. We eliminated 299 out of 305 dangerous spots on the roads, the so-called “black spots”.


We will also invest NRP money in telecommunications satellites, which will increase civil and military security.
