We have Polish NRP - the EU Commission has approved the National Recovery and Resilience Plan

The Reconstruction Fund is an additional support to Member States that will provide funding for reforms and investments after the coronavirus pandemic. The basis for reaching for this money is the National Recovery and Resilience Plan (NRP). The European Commission has accepted our NRP. We have negotiated more than PLN 158.5 billion in Brussels.

Funds from the National Recovery Plan will strengthen the Polish economy and put it on a new track. We will invest the funds among others in sustainable development, the environment, digitalization, education and health. The positive effects will be felt by every citizen,

the Prime Minister Mateusz Morawiecki said.

2020 has changed the world. The COVID-19 pandemic has caused a slowdown in European economies, a significant crisis in many industries, and a change in the lifestyles and work of a huge number of Europeans. The world economy has not yet recovered well from the effects of the pandemic, and already another blow has fallen on it in the form of Russia's aggression against Ukraine,

added the Minister of Development Funds and Regional Policy Grzegorz Puda.

The European Commission's efforts to mitigate the effects of the pandemic have focused on developing an appropriate legal basis for the creation of the Recovery and Resilience Facility. The money raised in the Fund is intended to help European Union countries overcome the crisis that has affected them all, albeit to varying degrees. Each EU country has developed its own Recovery and Resilience Plan, including the necessary reforms to be carried out and the investments expected to be made.

The reforms and undertakings planned in the NRP will allow us to even better address demographic challenges and climate change and to take advantage of new technologies, including digital solutions. The NRP funds are also expected to strengthen the Polish economy and to provide new investments and jobs. The effects of implementing NRP will be felt by every citizen,

the Minister added.

The non-refundable funds negotiated in Brussels, amounting to PLN 106.9 billion and 51.6 billion zloty of preferential lending, will be invested as strictly defined in the NRP. The Ministry of Development Funds and Regional Policy will coordinate the cooperation of more than a dozen ministries in the process of preparing and implementing of 48 reforms and 54 investments.

The NRP focuses on five broad thematic blocks:

  • A. Resilience and competitiveness of the economy,
  • B. Green energy and reducing energy intensity,
  • C. Digital transformation
  • D. Efficiency, accessibility and quality of the health care system,
  • E. Green, smart mobility,

F. Improving the quality of institutions and conditions for implementing the National Recovery and Resilience Plan.

The NRP implements the 2019 and 2020 recommendations of the EU Council for Poland. Particular emphasis was placed on recommendations regarding the need for environmental and digital transformation. We will allocate 42.7% of NRP funds to projects implementing climate goals and 20.85% to projects in the area of digital transformation.
