  1. Concert at the National Polish Radio Symphony Orchestra in Katowice

The culmination of the Polish Day Zero, on 6 December at 20:30, and at the same time the inauguration of the beginning of the UN Internet Governance Forum - IGF 2021 will be a solemn concert in the beautiful building of the National Polish Radio Symphony Orchestra in Katowice. We provide all IGF participants with free travel on public transport within the Metropolis GZM (41 cities around Katowice and communes) from 5 to 12 December 2021.

During the IGF 2021, the Katowice City Hall will be organising free-of-charge tours of Katowice, a unique city. With an English-speaking guide it will be possible to visit the city's main tourist attractions on the Route of Modernism, the Neon Trail and the historic Nikiszowiec district.

   Information of the Minister of Digitization on efforts made to promote Internet use among 65+ population, with the particular focus on the availability and uptake of e-services

The Digitization, Innovation and Modern Technologies Committee is the body of the Sejm of the Republic of Poland. It is composed of 17 MPs and the scope of its works covers radio and telephone communications, computer networks, telecommunications, innovation, computerization and the development of the information society. The Committee considers bills which address the issues under its remit. As part of its work, the Committee regularly requests the Council of Ministers, and in particular the Minister of Digitization, to provide information on the government activities intended to foster the development of the information society, counteract digital exclusion and support people with special needs.

Its December meeting is organized on the margin of the IGF – 2021 Digital Summit, and will address the issue of support to senior population in entering the digital world and the use of e-services. The Eurostat forecasts that between 2020 and 2030, 65+ population will increase by 16 million (i.e. by up to 18%), and is likely to expand by further 15 million in the following decade i. At the same time, significant discrepancies exist among EU countries in the percentage of seniors who are Internet users, which in the time of the pandemic takes an added importance. According to the Eurostat data, the Scandinavians, Luxembourgers and the Dutch are the most active online, while the lowest numbers of senior Internet users are reported for Bulgaria, Croatia and Greece.  

What are the statistics and forecasts for Poland? What actions does the government take and plans to take in order to foster the activity of Polish seniors in the digital world and to facilitate their use of e-services? What are the hurdles to the development of the information society in this age group? These topics will be discussed at the meeting of the Digitization, Innovation and Modern Technologies Committee, with the participation of the government representative

  1. Debate of ‘’Dziennik Gazeta Prawna’’

On behalf of the editorial team of Dziennik Gazeta Prawna and Digital Poland Association, we invite you to participate in panel titled: “Stepping stones for digital growth: how to use the data economy and the frame of transatlantic relations for secure global digital advance?”. The panel discussion will take place on 6 December 2021 at 12:30 in Room 10 of the International Congress Centre in Katowice during the Internet Governance Forum Poland 2021. 

Issues to be discussed during the debate: 
While the world turns to digital technology for help in overcoming the pandemic and makes it a vital part of the global economy and social life, it must embrace the ever-growing importance of secure, free flow of data. Handling the transfer of data between regions in a cybersecurity manner, while avoiding harm to innovative business proves to be a challenging task in terms of policy-making. 

What can we learn from the transatlantic relations in terms of data flow? Establishment of EU-US Trade and Technology Council earlier this year provides a platform for stakeholders to share their views and provide common proposals on the work ahead, answering to the need for a multilateral approach towards shaping the digital, data-driven economy. The growing number of channels of transatlantic cooperation and the experience gained from these relations may prove to be a valuable resource for shaping global data flow policy. 

Allowing data to fuel the global digital economy cannot be achieved without sound cybersecurity measures. Finding balance between the free flow of data and satisfying national and regional expectations of cybersecurity amidst the ever-high rates of digital security incidents requires us to share know-how and lessons learned locally. Session’s speakers will give their insights on how to build an environment supportive of secure, innovation-inducing data flow around the globe, based on their local and regional experience.

The global digital economy is an interconnected system, requiring a true balance between the best interest of consumers, small and large business. It is not a zero-sum game and by finding the equilibrium of costs and benefits of all participants, it could be the driving force behind the struggle for global equality. How do we get there by allowing secure data flow?

● To shed light on the importance of secure, data flow for growth of global, inclusive, business- friendly digital economy, 
● To assess the state of transatlantic relations in terms of developing the digital economy, transfer of data and discuss the solutions adaptable to other regional and local frameworks,

Debate of ‘’Rzeczpospolita’’

The editors of the daily newspaper "Rzeczpospolita" are organizing a debate entitled "Digital sovereignty and digital solidarity - how to act together in the face of new technological challenges and global cyber threats. "Digital sovereignty and digital solidarity - how to act together in the face of new technological challenges and global cyber threats?". The debate has an editorial and closed nature - reports will be available after the debate on the pages of the daily newspaper.

The debate will be held on 7 December 2021 at 5:00 p.m. in Room 10 of the International Congress Centre in Katowice during the Internet Governance Forum. 

During the discussion we would like to address the following issues: 
Throughout the last decade, participants of the digital services market have treated the globalisation process only in terms opportunities. However, there are more and more voices pointing to the challenges it might bring about. An important concept that is often addressed in the global debate now is digital sovereignty, and whether it can be achieved in individual, social and state dimensions.

Digital sovereignty is one of the most current and relevant issues, which goes beyond the technical and operational aspects of the conventionally understood cyber security. It is an issue that entails challenges in the field of global market competition and combating cybercrime, as well as regulations that - on the one hand - need to ensure freedom of operation for businesses, while - on the other - need to protect the security of technology users. Many experts believe that the answer of the international community to such challenges and a common solution to ensure digital sovereignty and security should be digital solidarity. 

The debate will be moderated by Grzegorz Siemiończyk, editor of Rzeczpospolita daily.

  1. Art at IGF 2021

Onsite in Katowice, many art pieces are exhibited visually speaking about the role of the Internet, came from youth from around the world. Also, IGF 2021 includes a digital exhibition that explores the future of the Internet through the past and present of human self-governance.
