The history of the National Broadcasting Council

The history of the National Broadcasting Council goes back to 29 December 1992. It was then that the Sejm passed the Act on radio and television broadcasting, which was enforced on 1 March 1993.

The Act established the National Broadcasting Council as a state-governed body authorized to act on radio and television broadcasting matters. Earlier, an amendment to the Constitution had been drafted, which incorporated the KRRiT into the Polish Fundamental Law.

The Council commenced its activity on 28 April 1993. Until December 2005 it consisted of nine members representing different social and political communities. Four of them were being appointed by the Sejm, two by the Senat and three – by the President. The term of each Council member lasted six years. The Council’s composition was being renewed in 1/3 every two years.

Pursuant to the amendment to the Act enforced on 27 December 1995, the KRRiT’s Chairman was being elected by the members from among their group by an absolute majority of votes. On 30 December 2005, the term of the KRRiT’s members expired pursuant to the Act on transformation and changes in the responsibilities and authority of State bodies in charge of communication, radio and television broadcasting, dated 29 December 2005 (Journal of Laws of 2005 No. 267 item 2258).

At present, following the applicable regulations, the Council consists of 5 members (two are appointed by the President of the Republic of Poland, two – by the Sejm and one – by the Senat) appointed for a 6-year term. The KRRiT’s Chairman is appointed by the National Broadcasting Council (a change introduced by the Act of 25 April 2006 following the ruling issued by the Constitutional Tribunal).
