Information clause concerning personal data processing by the Minister of the Interior and Administration in connection with the operation of pages/channels of the Ministry of the Interior and Administration on social networks Facebook (Meta), Instagram (Meta), Twitter and YouTube.

Controller

In connection with the operation of pages/channels of the Ministry of the Interior and Administration on social networks Facebook (Meta), Instagram (Meta), Twitter and YouTube  the controller of personal data is the Minister of the Interior and Administration, ul. Stefana Batorego 5, 02-591 Warsaw.

The controller processes personal data of persons who, on the social media of the Ministry of the Interior and Administration:

  • have subscribed to the page of the Ministry of the Interior and Administration by clicking the button ‘’I like it” ‘’Follow”, ’’Share” or ’’Subscribe” etc.
  • have reacted on the page/channel of the Ministry of the Interior and Administration on social networks  e.g. by clicking  ‘’I like it”, ‘’comment”, ‘’share”, ‘’save post”, ‘’pass it on” etc.
  • have sent a private message to the administrators of the social networks of the Ministry of the Interior and Administration using the function ‘’send message”.

The Minister of the Interior and Administration, as the founder of the pages on the following social networks provided by the indicated entities, is a joint controller of personal data with:

  • Facebook Ireland Limited, 4 Grand Canal Square, Grand Canal Harbour, Dublin 2 Ireland (hereinafter Facebook)
  • Instagram LLC., 1601 Willow Road, Menlo Park, CA, 94025, USA
  • Google Ireland Limited (Gordon House, Barrow Street, Dublin, D04 E5W5, Dublin, Ireland)
  • Twitter, Inc., 1355 Market Street, Suite 900, San Francisco, CA 941 03, USA
  • YouTube, provided by Google LLC, 901 Cherry Ave, San Bruno, CA 94066, USA

Each of the above-mentioned joint controllers alone decides on the purposes and means of personal data processing, but to a different extent. The Minister of the Interior and Administration is liable only within the scope of processed personal data by self.

Facebook

Minister of the Interior and Administration, as a page administrator on a social network, has access only to the page’s aggregated statistics (number of followers, fanpage/profile, age and gender of users together with a percentage distribution of followers, names of cities and countries of followers with percentage distribution, the reach of fanpage/profile and individual posts, number of likes and reactions, number of comments and shares number of clicks on a link as well as aggregated and anonymized reports on campaigns conducted using self-service advertising system).

The Minister of the Interior and Administration, as a page administrator on a social network, has access only to the page’s aggregated statistics (number of followers, fanpage/profile, age and gender of users together with a percentage distribution of followers, names of cities and countries of followers with percentage distribution, the reach of fanpage/profile, individual posts, number of likes and reactions, number of comments and shares, number of clicks on a link and aggregated and anonymized reports on campaigns conducted using self-service advertising system).

Twitter

The Minister of the Interior and Administration, as a page administrator on a social network, has access only to numerical data for a given period (number of profiles that visited the profile, number of mentions of the profile, number of new followers, number of clicks on a link, number of retweets, number of hearts, number of responses(comments).

Purposes and legal basis for personal data processing

Personal data will be processed to:

  • operate the pages of the Ministry of the Interior and Administration on social networks Facebook, Instagram, Twitter and YouTube, to inform by means of them on the conducted activity, promoting of events, promotions and to communicate via the functionalities available on these networks;
  • perform statistical analyses via tools provided by the applications of different social networks, about the popularity and use of the social media of the Ministry of the Interior and Administration.

Personal data will be processed for the above-mentioned purposes, pursuant to Article 6(1)(e) of the General Data Protection Regulation (GDPR), that is they will be processed to perform a task carried out in the public interest or in the exercise of public authority vested in the controller.

Recipients of personal data

Personal data processed in connection with the operation on social networks Facebook, Instagram, Twitter and YouTube of pages of the Ministry of the Interior and Administration may be transferred to:  

  • entities providing technical support for the ICT systems of the Ministry, in which personal data are processed,
  • entities authorized on the basis of the generally applicable law.

Personal data will not be transferred by the Minister of the Interior and Administration outside the European Economic Area.

However, Facebook, Twitter, Instagram and YouTube may transfer data outside the European Economic Area. Facebook declares using standard contractual clauses approved by the European Commission and relying on decisions of the European Commission, acknowledging an adequate level of data protection with regard to specific countries. 
Twitter Inc. may transfer personal data outside the European Economic Area. In accordance with the regulations of the Twitter network  https://twitter.com/en/tos a user who uses its services consents to the collection and use of their data, in accordance with the privacy policy: https://policies.google.com/privacy?hl=pl#infosecurity, including its transfer to USA, Ireland and/or other countries in order for it  to be stored, processed and used by the Twitter Inc. network and its affiliated entities. Retention of personal data

Personal data will be processed for the period related to the implementation of the above-mentioned processing purposes: information as part of posted comments will be available on the network until it is deleted by the author; statistical data on persons visiting the pages of the Ministry of the Interior and Administration on social media will be processed for as long as these data are available on the networks.

Personal data collected by: Facebook, is retained in accordance with the rules specified in the regulations of the Facebook network  https://www.facebook.com/policies_center; Twitter Inc. in accordance with the rules specified in the regulations of the Twitter network  https://twitter.com/en/privacy; YouTube, provided by  Google LLC it is retained in accordance with the rules specified in the privacy policy of the network, more information at: https://policies.google.com/technologies/retention?hl=pl.

Rights of data subjects

Right to access your personal data, rectify it and the right to data portability, delete the data, restrict data processing, and to object, provided that the conditions set out in the GDPR are met.

  • Due to the specificity of the functioning of the above-mentioned social networks, information on actions taken by users on these websites is public.
  • Provision of data is entirely voluntary.


Automated decision making. Profiling

Personal data will not be used by the Minister of the Interior and Administration for automated decision making, including profiling.
