Belgium

Flemish-Polish Joint Commission

The basis for the Republic of Poland’s contacts with Flanders and its language community is the Agreement on Cooperation between the Government of the Republic of Poland and the Government of Flanders signed on 6 June 1994. For the Polish partner, the Commission is chaired by the Undersecretary of State in the Ministry of the Interior and Administration, while Flanders is represented by the Flemish Secretary General, Department of Foreign Affairs. Commission meetings are held alternately in Poland and Belgium. An Executive Programme is drawn up at each meeting and signed by the Co-Chairs.

Polish-Wallonia-Brussels Mixed Committee

The Committee was established on the basis of the Cooperation Agreement between the Government of the Republic of Poland and the Governments of the French Community of Belgium and the Walloon Region, signed on 10 October 1996, and the Cooperation Agreement between the Government of the Republic of Poland and the French Community Commission of the Brussels-Capital Region, signed on 29 November 2004. For the Polish partner, the Commission is chaired by the Undersecretary of State in the Ministry of the Interior and Administration while the Walloon region is represented by the Walloon Administrator General of Wallonie-Bruxelles International. Meetings of the Commission are held alternately in Poland and Belgium. An Executive Programme is drawn up at each meeting and signed by the Co-Chairs.

Belarus

Polish-Belarusian International Coordination Commission for Cross-border Cooperation

The Commission was established in 1996 under the Agreement between the Government of the Republic of Poland and the Government of the Republic of Belarus on the main principles of cross-border cooperation. For the Polish partner, the Commission is chaired by the Undersecretary of State in the Ministry of the Interior and Administration, while Belarus is represented by the Deputy Minister of Foreign Affairs of the Republic of Belarus. Commission meetings are held alternately in Poland and Belarus. Minutes of each meeting are drawn up and signed by the Co-Chairs.

Czech Republic

The Polish-Czech Inter-governmental Committee for Cross-Border Cooperation

The Committee was established in 1994 under the Agreement between the Government of the Republic of Poland and the Government of the Czech Republic on cross-border cooperation. For the Polish partner, the Committee is chaired by the Deputy Director of the Department for International Affairs in the Ministry of the Interior and Administration, while the Czech Republic is represented by the Director of the Department of Central European States in the Ministry of Foreign Affairs of the Czech Republic. Committee meetings are held alternately in Poland and the Czech Republic. Minutes of each meeting are drawn up and signed by the Co-Chairs.

Lithuania

The Polish-Lithuanian Inter-governmental Committee for Cross-Border Cooperation

The Committee was established in 1995 under the Agreement between the Government of the Republic of Poland and the Government of the Republic of Lithuania on cross-border cooperation. For the Polish partner, the Committee is chaired by the Undersecretary of State in the Ministry of the Interior and Administration, while Lithuania is represented by its Deputy Minister of the Interior. Commission meetings are held alternately in Poland and Lithuania. Minutes of each meeting are drawn up and signed by the Co-Chairs.

Germany

Polish-German Inter-governmental Commission for Regional and Cross-border Cooperation

The Commission was established by means of an exchange of notes, specifying the provisions of the 1991 Treaty between Poland and Germany on good neighbourliness and friendly cooperation. For the Polish partner, the Commission is chaired by the Director of the Department for International Affairs in the Ministry of the Interior and Administration, while Germany is represented by the Plenipotentiary for relations with EU Member States and cross-border and regional cooperation in the Federal Ministry of Foreign Affairs. Commission meetings are held alternately in Poland and Germany and the minutes of each meeting are drawn up and signed by the Co-Chairs.

Coordinator for Polish-German border and regional cooperation

Bartosz Grodecki, Undersecretary of State in the Ministry of the Interior and Administration, was appointed Coordinator for Polish-German border and regional cooperation. The Coordinator function was assigned by the Council of Ministers, upon request of the Minister of Foreign Affairs.

The German counterpart of the Polish Coordinator is the Coordinator of German-Polish Intersocietal and Cross-Border Cooperation. This position is held by Dietmar Woidke, Minister and President of Brandenburg, appointed by the German government.
 
The Coordinators jointly undertake activities aimed at coordinating and developing German-Polish cooperation in the border region. They also participate in German-Polish Inter-governmental consultations in the rank of ministers.

The most important issues discussed by the Coordinators include: cross-border cooperation in the medical rescue service, modernisation of infrastructure and improvement of the railway transport offer on the Polish-German border, financing the Polish-German Youth Cooperation and learning Polish in Germany.

Russia

Polish-Russian Council for Cooperation of Polish Regions with the Kaliningrad Oblast of the Russian Federation

The legal basis for the cooperation of Polish regions with the Kaliningrad Oblast is the Agreement between the Government of the Republic of Poland and the Government of the Russian Federation on cooperation between the north-eastern provinces of the Republic of Poland and the Kaliningrad Oblast of the Russian Federation. This document was the legal basis for the establishment of the Council which operates on the basis of the Statute. In 1992, the Council for Cooperation of Polish Regions with the Kaliningrad Oblast of the Russian Federation was established. For the Polish partner, the Council is chaired by the Undersecretary of State in the Ministry of the Interior and Administration, while Russia is represented by the Governor of the Kaliningrad Oblast of the Russian Federation.

Polish-Russian Commission for Interregional Cooperation

The Commission was established in 1992 under the Agreement between the Government of the Republic of RP and the Government of the Russian Federation on cross-border cooperation. For the Polish partner, the Commission is chaired by the Undersecretary of State in the Ministry of the Interior and Administration.

Polish-Russian Council for Cooperation of Polish Regions with the Saint Petersburg Oblast

The legal basis for the cooperation of Polish regions with the Saint Petersburg Oblast is the Agreement between the Government of the Republic of Poland and the Government of the Russian Federation on cooperation between the north-eastern provinces of the Republic of Poland and the Kaliningrad Oblast of the Russian Federation. For the Polish partner, the Committee is chaired by the Undersecretary of State in the Ministry of the Interior and Administration, while Slovakia is represented by its Secretary of State in the in the Slovak Ministry of the Interior. Committee meetings are held alternately in Poland and Slovakia. Minutes of each meeting are drawn up and signed by the Co-Chairs.

Ukraine

Polish-Ukrainian Inter-governmental Coordinating Council for Interregional Cooperation

The Council was established in October 1995 under the Agreement between the Government of the Republic of Poland and the Government of Ukraine on interregional cooperation. For the Polish partner, the Council is chaired by the Undersecretary of State in the Ministry of the Interior and Administration while Ukraine is represented by the Minister of Regional Development, Building and Housing and Communal Services of Ukraine. Council meetings are held alternately in Poland and Ukraine. Minutes of each meeting are drawn up and signed by the Co-Chairs.

Latvia

Polish-Latvian Commission for Interregional Cooperation

The Commission was established in 2000 under the Agreement between the Government of the Republic of Poland and the Government of the Republic of Latvia on interregional cooperation and cooperation between local authorities. For the Polish partner, the Commission is chaired by the Undersecretary of State in the Ministry of the Interior and Administration.

Estonia

Polish-Estonian Commission for Interregional Cooperation

The Commission was established in 2001 under the Agreement between the Government of the Republic of Poland and the Government of the Estonia on interregional cooperation and cooperation between local authorities. For the Polish partner, the Commission is chaired by the Undersecretary of State in the Ministry of the Interior and Administration.
