Joint Polish-Swedish statement on strengthened cooperation concerning civil defence

“The Republic of Poland and the Kingdom of Sweden are close strategic partners and allies in matters of security, civil protection and civil defence. Our geographical location in Central and Northern Europe, on the shores of the Baltic Sea, entails common security challenges and requires joint action,” reads the Statement signed by the Ministry of the Interior and Administration of the Republic of Poland and the Ministry of Defence of the Kingdom of Sweden in Stockholm on Wednesday, 19 February by the Minister of the Interior and Administration, Coordinator of Special Services Tomasz Siemoniak and the Minister of Civil Defence of Sweden Carl-Oskar Bohlin.
The document marks the next step in strengthening Polish-Swedish cooperation and implements the provisions of the Strategic Partnership Agreement concluded between Poland and Sweden of 28 November 2024, which was signed by Polish Prime Minister Donald Tusk and the Prime Minister of Sweden Ulf Kristersson.
In a document signed on 19 February 2025, Poland and Sweden reiterate their willingness to jointly build a secure Europe, taking into account both countries' membership in the European Union and NATO.
Protecting the populace and bolstering resilience
The joint statement highlights the need to develop and strengthen cooperation concerning civil protection and civil defence. Both countries intend to continue their dialogue on this matter.
This will entail consultations as well as exchanges of experiences, practices and methods at the strategic and operational levels. In particular, these will concern the areas of:
- civil protection and civil defence in order to bolster national resilience and preparedness strategies and practices;
- supporting Ukraine in its efforts to build up national resilience;
- improving resilience and security in the Baltic Sea region, with a focus on critical infrastructure;
- identifying and analysing hybrid threats and countering their impact..
The document signed by representatives of Poland and Sweden will complement the multilateral cooperation carried out at Nordic, Nordic-Baltic, Council of the Baltic Sea States (CBSS) and European levels, as well as efforts aimed at strengthening resilience within NATO.
