More than EUR 82 million under the Norway Grants for the Internal Affairs programme

On 23rd April 2025 in Warsaw, Poland and Norway concluded an intergovernmental agreement opening the fourth edition of the Norway Grants for the years 2021-2028. Under this agreement, Poland will receive a total of over EUR 441 million (i.e., more than PLN 1.9 billion) for projects and investments. Out of this amount, more than EUR 82 million will be allocated to the programme being implemented by the Ministry of the Interior and Administration.

Norway grants

The funds come mainly from Norway (over EUR 377 million), with some contribution from the Polish budget (over EUR 64 million). This is the fourth time Poland has benefited from the Norway Grants. The previous editions took place in the years 2004–2009, 2009–2014, and 2014–2021.

The intergovernmental agreement was signed by the Minister of Foreign Affairs Espen Barth Eide on the part of Norway, and by the Minister of Development Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz on the part of Poland. The Crown Prince of Norway Haakon Magnus, heir to the throne, graced the ceremony with his presence. 

More funds for internal affairs

The Internal Affairs programme under the Norway Grants will continue to be run by the Ministry of the Interior and Administration. In the fourth edition, a much higher amount – over EUR 82 million – has been allocated to internal affairs. In the previous edition, around EUR 23 million was set aside for this purpose. The funds will be used for the counteracting and prevention of disasters, the fight against organised crime and the handling of asylum and migration issues. The primary goal is to increase the country's resilience to the most significant threats.

Norway Grants support Poland's development in many ways

The signed agreement specifies precisely what the money will be used for. It also regulates the rules of co-operation between Poland and Norway. The money will go to various programmes to be implemented by the relevant Polish institutions, such as:

  • local development: support for municipalities, communes and regions;
  • green business and innovation: helping the companies that want to be greener and introduce new technologies;
  • justice: actions to improve the administration of justice;
  • culture: support for cultural institutions and projects;
  • internal affairs: projects related to state security and state resilience.

The fourth edition of the Norway Grants is a continuation of Poland's long and good co-operation with Norway. The Norway Grants support Poland’s efforts to develop, make innovations, ensure security and strengthen civil society.
