Warsaw Dialogue for Democracy
The Warsaw Dialogue for Democracy is an annual international forum organised by the Ministry of Foreign Affairs of the Republic of Poland to promote democratic values, strengthen international solidarity and foster cooperation between governments, civil society, academia and human rights defenders. Since its launch in 2012, the Warsaw Dialogue for Democracy has become a platform for the exchange of experiences and ideas on how to safeguard democracy and human rights in an increasingly complex global environment.
Democracy and International Security: Human Rights Defenders at the Frontline of Freedom
13th edition of the Warsaw Dialogue for Democracy – an international forum aimed at reinforcing democratic values, strengthening international solidarity and fostering cooperation among actors engaged in the protection of human rights – was held on 2 December 2025.
The 2025 edition (Democracy and International Security: Human Rights Defenders at the Frontline of Freedom) focused on the links between the state of democracy, increasing authoritarian trends, disinformation, and technological challenges. The event was attended by representatives of academic circles, non-governmental organizations, international institutions, as well as a large group of human rights defenders from countries affected by repression, including Belarus and Russia, and Ukraine, the Middle East and South Asia.
The discussions covered four main areas: the situation of human rights defenders under pressure, supporting democracy in conditions of disinformation and digital authoritarianism, strategies of the Belarusian and Russian opposition in exile, and the impact of technological development and artificial intelligence on human rights and political processes.
The need to increase protection for activists, build secure digital infrastructure, and develop tools to safeguard freedom of speech was emphasized. Attention was also drawn to the importance of international cooperation and the involvement of civil society in defending democratic values.
The Conference was organized in cooperation with the European Endowment for Democracy, the Centre for International Relations, and the University of Warsaw.
The large attendance and lively discussion with participants confirmed that the Warsaw Dialogue for Democracy has strengthened its role as a platform for exchanging experiences and promoting democratic values and human rights.
