Deputy Minister Jacek Czerniak on agricultural cooperation between Poland and Ukraine during his visit to Kyiv

- The agricultural sector is of great economic and social importance for both Poland and Ukraine and cooperation between our countries in this area is one of the key aspects of mutual relations - said Secretary of State Jacek Czerniak during his visit to Kyiv on 21-22 May. The Deputy Minister participated in the 11th meeting of the Polish-Ukrainian Intergovernmental Commission for Economic Cooperation in Kyiv and met with the Ukrainian media. The visit was an opportunity to discuss the sensitivities in mutual relations and the prospects of cooperation.

The 11th meeting of the Polish-Ukrainian Intergovernmental Commission for Economic Cooperation, which was held on 22 May 2026 in Kyiv, on the part of Poland was organised by the Ministry of Economic Development and Technology. The debate was co-chaired by the Minister of Finance and Economy Andrzej Domański and Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka.

About Polish agriculture during the Polish-Ukrainian Intergovernmental Commission for Economic Cooperation

During the 11th meeting of the Polish-Ukrainian Intergovernmental Commission for Economic Cooperation, Deputy Minister Jacek Czerniak discussed key issues related to:

  • elimination of restrictions on access to the Ukrainian market for Polish agri-food products, including the adoption by Ukraine of EU regulations on bluetongue and the finalisation of bilateral agreements on ASF;
  • the principles of level playing field and the process of Ukrainian integration with the EU in terms of agricultural matters, the implementation by Ukraine of EU food safety legislation, in particular, the content of pesticide residues in products, sustainable development as well as animal welfare;
  • protection of the climate, the environment and employee rights.

The Deputy Head of the Polish Ministry of Agriculture also stressed the importance of bilateral substantive dialogue, including the talks with representatives of agricultural communities and organisations of both countries.

He also reminded about the expert support provided by the Polish Ministry of Agriculture to the Ukrainian party in the context of pre-accession preparations, among others, through the implementation of the project entitled “Summer School for representatives of agricultural administration”.

As regards the agricultural issues, the Ukrainian party was represented by Deputy Prime Minister of Ukraine Taras Kachka and the First Deputy Head of the State Service of Ukraine for Food Safety and Consumer Protection (DPSS) Oleh Osiyan.

Intensification of agricultural talks with Ukraine

The presence of the Ministry of Agriculture and Rural Development delegation in Kyiv stresses the key importance of agricultural matters in Polish-Ukrainian relations. This is already the 4th meeting in 2026 between the representatives of the Polish Ministry of Agriculture’s management and the Ukrainian party, and the second meeting of the Deputy Ministers of Agriculture. The development of dialogue with our Ukrainian partners is to lead to establishing favourable conditions for further cooperation, which will take into account the understanding of the Polish agricultural sector’s sensitivity. 

Trade with Ukraine

In 2025, the value of the Polish agricultural export to Ukraine amounted to EUR 1,76 million and increased by 23% when compared to the previous year. To the Ukrainian market, we exported mainly: products used to feed animals; cheese and cottage cheese; chocolate and other cocoa-containing food products; coffee and preserves.
