Opportunities for Polish–Vietnamese Cooperation in Agriculture

Opportunities for the development of cooperation between Poland and Vietnam in the agricultural sector and in agri-food trade were the main topics of a meeting between Secretary of State Jacek Czerniak and the Ambassador of Vietnam to Poland, Hà Hoàng Hải. The meeting was also attended by Deputy Chief Veterinary Officer Paweł Meyer.

Strengthening Poland–Vietnam Relations

Secretary of State Jacek Czerniak emphasised that Poland is interested in the further development of Polish–Vietnamese cooperation, in strengthening bilateral relations and in balancing the results of agri-food trade. An important forum for dialogue is the Polish–Vietnamese working group on agricultural cooperation. The interlocutors agreed that the third meeting of the working group, held in November 2024 in Hanoi, was highly successful.

Ambassador Hà Hoàng Hải stressed that cooperation in agriculture is an important element of bilateral relations, as confirmed in the joint statement made by the Prime Ministers of Poland and Vietnam during their meeting in Warsaw in January this year.

The Vietnamese Ambassador to Poland also pointed out that Polish food products have gained a good reputation among Vietnamese consumers, and that the Vietnamese market is receptive, which presents an opportunity to increase the export of Polish agri-food products. He also noted the interest of Polish food sector entrepreneurs in investing in Vietnam, as well as the participation of Polish companies in trade fair and exhibition events held in the country.

The Vietnamese market enjoys strong popularity among Polish entrepreneurs. This is evidenced, among other things, by the high level of interest in participating in the VietFood & Beverage fair in Ho Chi Minh City (7–9 August 2025), at which the National Support Centre for Agriculture is organising a Polish stand.

Removing Barriers to Cooperation

Secretary of State Jacek Czerniak noted that the full implementation of the arrangements from the third meeting of the Polish–Vietnamese working group on agricultural cooperation in Hanoi is not possible without improving cooperation between the veterinary services of both countries. Significant delays have been identified in the registration and updating by the Vietnamese veterinary authority of the list of Polish establishments authorised to export products of animal origin to Vietnam. At present, 200 Polish companies are awaiting entry or data updates, which hinders the execution of shipments to Vietnam. The Deputy Head of the Polish Ministry of Agriculture asked the Ambassador of Vietnam for support in the approval process of these establishments, emphasising that this would contribute to the uninterrupted export of Polish food products to the Vietnamese market.

Secretary of State Jacek Czerniak also expressed hope for progress in the access procedures for further Polish agri-food products to the Vietnamese market, including processed animal protein from pigs and/or poultry, domestic birds, down and feathers, as well as pet food for dogs and cats. He stressed that a response from the Vietnamese side is expected to the correspondence concerning export conditions for these products.

The Vietnamese Ambassador explained that the delays in registration and updating of establishments are due to an administrative reorganisation in Vietnam. At the same time, he declared support for streamlining procedures on the Vietnamese side.

Trade in Agri-Food Products with Vietnam

A negative trade balance has been recorded in agri-food trade with Vietnam (EUR -175.6 million in 2024).

Polish exports of agri-food products to Vietnam reached EUR 193.4 million in 2024, representing an increase of around 10 per cent compared with 2023. Poland primarily exports poultry meat and edible poultry offal, intestines, bladders and stomachs of animals (around 44 per cent of exports in 2024), as well as fish fillets and other fish meat (around 14 per cent).

Imports from Vietnam to Poland amounted to EUR 369 million in 2024. Poland mainly imports coffee, extracts, essences and concentrates of coffee and tea, as well as cakes and pastries.
