Signing of a Polish-Chinese agreement on the conditions of exporting Polish poultry to China

15.09.2025

Polish poultry returns to the Chinese market. This is the result of signing of an agreement between the Minister of Agriculture and Rural Development Stefan Krajewski and the Deputy Minister of the General Administration of Customs of the PRC (GACC) Zhao Zenglian. The document concerns the conditions for applying regionalisation in the export of poultry meat to China. GACC is the major partner of the Ministry of Agriculture and Rural Development (MARD) in negotiations regarding access to the Chinese market.

The meeting was also attended by Secretary of State Jacek Czerniak and Chief Veterinary Officer Krzysztof Jażdżewski.

Signed agreement

The bilateral agreement on the conditions for applying regionalisation in the export of poultry meat to China is the greatest achievement in cooperation with China in the agri-food sector in recent times.

– This is the result of months-long and difficult negotiations with the Chinese authorities. Since 2014, Poland has been the largest producer of poultry in the European Union with the share of more than 20% in the total EU production. Together with Minister Zhao Zenglian, we agreed that shipments of Polish poultry meat, taking into account the principle of regionalisation, will be resumed as soon as possible – said Minister Krajewski.

– I am convinced that the resumption of export of poultry meat – our flagship export product – will contribute to balancing Polish-Chinese trade in agri-food products, the balance of which is presently unfavourable for Poland. We are expecting the return of sales success of Polish poultry on the Chinese market, recorded before the prohibition introduced by the Chinese authorities in 2020 – added Minister Krajewski.

The meeting with the Deputy Minister of the General Administration of Customs of the PRC was also an opportunity to raise the issue of the prospects for launching the export of Polish beef.

During the stay in Poland, the GACC delegation will also visit a poultry plant in the Lubelskie Voivodeship.

Importance of the agreement on regionalisation

Regionalisation is a principle that enables the export of poultry meat from regions free of outbreaks of poultry diseases (HPAI, ND). Its recognition by an importing country allows to avoid the introduction of a nationwide prohibition should any infections occur.

In the years of the greatest success (before 2020), the export of Polish poultry meat to China reached the level of even EUR 55 million. Currently, the Polish export potential is greater, and the possibility of shipping this product to the Chinese market is of high importance for Polish producers of poultry.

Polish export to China

In 2024, the agri-food export from Poland to the PRC reached the level of EUR 145.7 million. We sold mainly milk products, down and feathers, chocolate and chocolate products, pastry.
