Deputy Minister Dziadzio at the 23rd World Petroleum Congress

"Goal: Climate neutrality. Is there a future for oil/fossil fuels?" is the theme of the Polish ministerial session at the 23rd World Petroleum Congress. The event, held on 8 December 2021, in Houston, was attended by Deputy Minister of Climate and Environment Piotr Dziadzio.

As Deputy Minister Dziadzio emphasised during his speech, Poland has been involved in the implementation of UN and EU climate goals from the very beginning. However, the climate and energy policy of our country must take into account the challenges posed by the energy transition to society and business, including the fossil fuel sector.

Poland shall take into account the "starting point" of each economy, the social context of the transition and the uneven distribution of costs between countries. The Polish Presidency of the COP in 2018 highlighted for the first time that the transition resulting from the Paris Agreement must be carried out in a fair and equitable manner

- he said.

Deputy Minister Piotr Dziadzio also pointed out that a just transition is an important part of the global discussion on climate change today.

A key element of the transformation is the issue of new opportunities for development of the most affected regions and communities. It should be noted that this topic was also reflected in the conclusions of the recently concluded COP26 in Glasgow

As the Deputy Minister for Climate and Environment pointed out, the adopted Energy Policy of Poland until 2040 confirms that the green energy transformation is a priority for our country.

The climate and energy transformation is a major challenge, but it also creates new opportunities for development and initiates extensive modernisation changes

- he points out.

Green transformation may give us a chance to create even 300 thousand new jobs in sectors with high potential, such as renewable and nuclear energy, electromobility, network infrastructure, digitalization

- he adds.

The Deputy Minister also stressed that Polish state-owned companies are at the forefront of the technological drive to introduce sustainable development in the oil and gas sector.

We believe that the innovations of state-owned companies are solutions that the broader industry can greatly benefit from

- he concluded.

The Polish ministerial session also aimed to present how the idea of energy transformation translates into real actions and investments of key Polish companies - PKN Orlen S.A., PGNiG and PERN S.A.

Examples of actions taken by Polish companies confirm that Poland takes the energy transformation seriously and the oil sector may be an important part of it

- explained Deputy Minister Dziadzio.

Investments undertaken in Poland by key Polish companies were presented in the context of changing trends in the global energy economy. Presentations on this topic were given by Keisuke Sadamori, Director of the Bureau for Energy Markets and Security, International Energy Agency.

Meetings of Deputy Minister Piotr Dziadzio in Houston

Deputy Minister Piotr Dziadzio also met with US Under Secretary of State for Economic, Environmental and Energy Affairs Jose Fernandez. During the talks, the deputy ministers discussed the subject of cooperation between the US and Poland in the field of so-called critical raw materials and declared cooperation in this area.

In addition, the Deputy Minister also held a meeting with the Secretary General of the International Energy Forum Joseph McMonigel. During the meeting Poland's involvement in the dialogue between energy producers and consumers held at the forum was discussed.

During his visit to Houston, the Deputy Minister for Climate and Environment Piotr Dziadzio took part in the World Petroleum Council, of which Poland is a member. The event took stock of the Council's activities in 2021 and identified plans for 2022. The status of the organisation of the 24th World Petroleum Congress to be held in Canada in in 2024 was also presented.
