Ministry of Climate submits legislative package on prosumers and energy cooperatives for public consultation

The Ministry of Climate published drafts of three regulations on connecting microinstallations to power grids, rules of settlements with prosumers and functioning of energy cooperatives. At the same time, the package of regulations was submitted for public consultation, which will be open until 29 May.

The package comprises:

  1. draft regulation of the Minister of Climate on technical requirements, connection conditions and cooperation of microinstallations with the power system;
  2. draft regulation of the Minister of Climate on registration, balancing, sharing measurement data and settlements with renewable energy prosumers;
  3. draft regulation of the Minister of Climate on registration, balancing, sharing measurement data and settlements with energy cooperatives.

The aim of the package is to introduce clear and transparent rules for connecting prosumer-owned microinstallations to the grid and billing the energy, which will eliminate the discrepancies in this area that result from the different approaches of individual energy companies.

One of the key elements of the regulation is the adoption of a vector balancing method by the Ministry of Climate, deemed optimal from the point of view of prosumers. The certainty and predictability of the operating conditions of prosumer installations will be an additional stimulus for the development of this sector.

Analogous solutions were applied to energy cooperatives, which also stand to benefit from optimal balancing solutions. With that, the Ministry of Climate believes that cooperatives will become an attractive way towards the development of local energy sectors, leading to the improvement of Poland’s energy security.
