Polish – Estonian climate dialogue

Key items of the EU agenda and global climate negotiations, i.e. the Fit for 55 package and COP26 are the leitmotivs of the meeting between the Minister of Climate and Environment Michał Kurtyka and the Estonian Minister of Environment Tõnis Mölder held on 31 August 2021.

Minister Kurtyka emphasized that, in the works on the establishment of the European Green Deal, Poland consistently raises the postulate of ensuring technological neutrality, which was included into the conclusions of the European Council.

“The solutions presented within the package will significantly affect the economies of many states. The new goal represents both the challenge and opportunity to perform just transformation. There are however certain elements that need to be explained” – he said.

“We have serious doubts as to the merits and effectiveness of introducing the emission allowance trading scheme for transport and buildings. Such solution, without the adequate safeguards, may affect the poorest social groups. Poland will not agree on any solution that will be deployed at the expense of the weakest members of society” – he explained.

The Ministers discussed also the financing of climate and energy transformation. In the opinion of Minister Kurtyka, total modernisation fund should be increased at least several times to enable modernisation of the poorest regions which will have to face major challenges related to transformation.

The Head of the Ministry of Climate and Environment believes that the appointment of the new Social and Climate Fund is a step in the right direction.

“We are concerned however that the Fund will be insufficient to solve the issue of growing risk of increased energy poverty in effect of introduction of the new obligations” – he noted.

The dialogue with the Estonian Minister of Environment included also the COP26-related issues – establishment of joint time frame for submission of the national contributions and greenhouse gas emission allowance trading between the sates mentioned in Article 6 of the Paris Agreement.

“Joint time frame is one of the undecided issues that we need to complete relatively quickly. I believe that this is one of the issues in which we may progress and make the decision on time. We should ensure joint approach that leaves some space for flexibility” – said Minister Kurtyka.

“As the COP26 approaches, the parties should finally unite around these options of the negotiating text that have a chance to find a generally acceptable solution. It is clear that the aspects of final package that refer to transition from the Kyoto Protocol schemes, share of contributions and avoiding double counting will be of key importance” – he added.
