Polish – US discussions on the energy industry and geopolitical situation

Cooperation in the area of energy and climate policy, energy security and current international situation associated with the Russian aggression in Ukraine were the leitmotivs of the meeting with the United States Special Presidential Envoy for Climate John Kerry held on 12 July 2022 in Warsaw and attended by Deputy Minister Adam Guibourgé-Czetwertyński, Minister Piotr Naimski, Government Plenipotentiary for Strategic Energy Infrastructure.

Polish-US bilateral cooperation

During the meeting, Minister Naimski and Deputy Minister Guibourgé-Czetwertyński emphasized that Poland highly appreciates its active and dynamic relations with the US and hopes for further cooperation, including in particular in the area of financing the investments in the energy sector, for example with reference to development of the nuclear energy in Poland. In the opinion of the Ministers, cooperation with the United States brings a significant contribution into the Polish climate transformation and comprehensive modernisation of our energy system.

Climate diplomacy

During the meeting it was agreed that the Russian aggression in Ukraine has caused a significant crisis posing a threat to the international security system as a whole. Ensuring the national energy security remains a priority among numerous issues of concern brought up by war.

The Special Envoy noted that we cannot forget climate change, which belongs to the important long-term challenges for the entire international community, including in particular for the developing countries.

The Parties discussed also the need to increase the investment in the innovative technologies to deliver the climate objectives and at the same time increase the energy security in future. The Ministers assured that Poland is open to share the experiences with our strategic partner in this field.

Energy security

The Polish party noted during the meeting that the Russian invasion in Ukraine changes the power structure at the international arena, and Poland – now more than anytime before – acts for increasing the energy security in Europe. This situation is unique and requires the unity and solidarity of the entire world. 

Diversification of sources and suppliers of both gas and oil and also of the other technologies has been currently of strategic importance for our country. Therefore Poland supports taking robust steps towards withdrawal of the European countries from the import of hydrocarbons, including crude oil, from Russia.

At present, the area of cooperation of particular sensitivity, at risk of fluctuations on the external market, is the security of stable supplies of gas on the European market.

Poland holds the necessary reserves of gas and supply sources to protect our security. Our storages are filled in nearly 98 percent

– it was emphasized.

Cooperation in the area of nuclear energy

The Government Plenipotentiary for Strategic Energy Infrastructure reminded that the „Polish Nuclear Energy Programme” provides for the construction of 6 blocks of 6-9 GWE capacity by 2043, while the first nuclear reactor of capacity of approx. 1-1.5 GWe will be commissioned by 2033.

The selection of technology for the PNEP is a strategic choice, which considering the time period necessary for construction of nuclear power plants and their 60-year lifespan, implies the strategic partnership with the state-supplier of technology lasting 100 years

– he noted.
