7th session of the Innovation Council: The National Recovery and Resilience Plan amounts to nearly 60 billion euros, which will strengthen the Polish economy

23.1 billion euros for grants and 34.2 billion euros for loans – this is the budget of The National Recovery and Resilience Plan, which is to strengthen Polish economy by 2026. The most important tasks and reforms to be implemented under the Plan were the main topic of the 7th meeting of the Innovation Council, which took place on Friday under the leadership of Deputy Prime Minister, Minister of Economic Development, Jadwiga Emilewicz.

The Recovery and Resilience Plan

The Recovery and Resilience Plan is planned as a driving force and stimulus for enterprises and state administration to undertake actions and reforms aimed at increasing the innovativeness of the economy, as well as at digitisation and carbon efficiency. Projects are selected in 8 areas: infrastructure, transport, energy and environment, innovation, digitisation, health, society and territorial cohesion.

The aim of the Plan is to strengthen Polish economy, but also the country’s economic and social resilience.

The programme is intended to help in the rapid recovery of the economy during the Covid-19 pandemic, but also to increase its competitiveness and autonomy in key sectors.

Reforms under the programme shall run until July 2026.

Pro-innovation tax reliefs

During the meeting, Deputy Prime Minister Emilewicz also raised the issue of tax reliefs, including a relief promoting the robotization of enterprises, which is to apply from 2021.

She also presented data on the use of the tax relief for research and development and the IP Box relief.

In 2019, a total number of 1,277 CIT taxpayers and 1,192 PIT taxpayers benefited from the R&D relief. Last year, CIT taxpayers deducted from the taxable amount 2,162 million Polish zlotys (an increase by 29%), and PIT taxpayers – 275 million zlotys, which reflected an 54% increase.

Moreover, 1,650 people benefited in 2019 from the IP Box tax relief, and the amount of “IP tax” paid by these IP Box taxpayers amounted to 44 million zlotys.

Space Programme

The project of the National Space Programme for 2020 presented by the Polish Space Agency has also been discussed at the meeting. The programme aims to build a strong, competitive Polish space sector. During the meeting, the role of public administration in stimulating the demand for satellite data was emphasised.

The session was held at the Prime Minister’s office and it was already 7th such meeting of the Council, which is operating for four years. It is the most important inter-ministerial coordinator of the innovation policy implemented by the government.

Innovation Council

The task of the Council is to propose solutions and take actions to increase the innovativeness of the Polish economy. The Council is chaired by the minister of economic development, and it is composed of the ministers of: science and higher education, culture and national heritage, development funds and regional policy, finance, digital affairs, health, national education, agriculture and rural development, accompanied by a representative of the Chancellery of the Prime Minister.
