Deputy Prime Minister Gowin wants the Social Dialogue Council to work out a common position on avoiding lockdown

We do everything we can to avoid a total lockdown of the Polish economy. I would like us, together with the social side, represented by trade unions and employers’ organisations, to work out recommendations and a common position on this issue, which can then be presented to Prime Minister Mateusz Morawiecki – says Deputy Prime Minister Jarosław Gowin.

The issue at hand was the subject of today’s Social Dialogue Council chaired by the Head of the Ministry of Economic Development, Labour and Technology. The Council has been chaired by the government since last week.

The meeting also concerned the analysis of the current economic situation and discussion of the strategy for fighting the COVID-19 pandemic in the upcoming weeks.

Olga Semeniuk, Deputy Minister of Economic Development, Labour and Technology, also participated in the meeting. She referred to the so-called legal shield announced this week by Deputy Prime Minister Gowin:

What is the Social Dialogue Council?

The Social Dialogue Council is the most important national forum for cooperation between government, trade unions and employer organisations, made up of representatives of trade union organisations, representative employers' organisations and the government. Members of the Council are appointed by the President of Poland.

The government's representatives in the Council are: 

  •     Jarosław Gowin - Deputy Prime Minister, Minister of Economic Development, Labour and Technology, President of the Social Dialogue Council;
  •     Jacek Sasin - Deputy Prime Minister, Minister of State Assets;
  •     Marlena Maląg - Minister of Family and Social Policy;
  •     Andrzej Adamczyk - Minister of Infrastructure;
  •     Mariusz Kamiński - Minister of Internal Affairs and Administration;
  •     Adam Niedzielski - Minister of Health;
  •     Przemysław Czarnek - Minister of Education and Science;
  •     Tadeusz Kościński - Minister of Finance, Funds and Regional Policy;
  •     Michał Kurtyka – Minister of Climate and Environment;

as well as 

  •     Olga Semeniuk - Undersecretary of State in the Ministry of Economic Development, Labour and Technology responsible for social dialogue;
  •     Sebastian Skuza - Secretary of State at the Ministry of Finance responsible for the budget.

Trade union organisations represented in the Council:

  •     All‑Poland Alliance of Trade Unions;
  •     Trade Union Forum; 
  •     NSZZ "Solidarity"

Representative employer organisations:

  •     Employers of Poland;
  •     The “Lewiatan” Confederation;
  •     Polish Craft Association;
  •     The Business Centre Club Employers' Association;
  •     Association of Entrepreneurs and Employers;

Additionally, the representatives of the following bodies participate in the works in an advisory capacity:

  •     President of the Republic of Poland;
  •     President of the National Bank of Poland;
  •     President of Statistics Poland;
  •     Chief Labour Inspector.

Origin and objectives of the Social Dialogue Council 

The Social Dialogue Council was established by the President of the Republic of Poland on 22 October 2015, under the Act of 24 July 2015 on the Social Dialogue Council and other social dialogue institutions.  The task of the Social Dialogue Council is to conduct social dialogue in order to ensure conditions for appropriate social and economic development and increase competitiveness and social cohesion of the Polish economy.   

The aim of the council is to implement the principle of social participation and solidarity in employment. The Council also supports the definition and implementation of social and economic policies, as well as strategies. Its role is also to build social understanding by conducting transparent, substantive and regular dialogue between employee and employer organisations and the government.
