Europe after the pandemic: Solidarity, Freedom, Community - this was the motto of this year's Economic Forum taking place in Karpacz, on 8-10 September 2020. The international meeting of representatives of the economic and political circles of Central and Eastern Europe was an opportunity to exchange views on security, prospects for economic development, as well as contemporary and future challenges.

This year is not the time to save

- said Deputy Prime Minister Jadwiga Emilewicz during the inaugural panel. 

As a result of the pandemic, for the first time, Europe has decided to jointly take out a Community loan. The unprecedented resources being spent on building resilience mechanisms in the just transition mechanism in the Resilience and Reconstruction Fund largely come from the issuance of Eurobonds 

- explained Deputy Prime Minister Emilewicz.

And she added:

Today, we can look to the future with moderate optimism, because the Polish economy is one of the countries with the smallest recession. We are the third country after Lithuania and Finland in terms of GDP decline

 - she reminded.

By 2027, over EUR 2.5 trillion will have been given to Poland.  “We are also the largest beneficiary of the Reconstruction Funds - EUR 160 billion, which may start working in the Polish economy in the first quarter of next year” - said the Deputy Prime Minister. “These measures can provide not only security for now, but also lay the foundations for growth for the next decades.”

- she pointed out.

During his speeches, Deputy Minister of Economic Development Robert Nowicki emphasized the role of digitization of public services and procedures:

Since 2016, we have been consistently building digital Poland. In 2020, nearly every third business activity was established on-line. The digitization of the investment and construction process is the next and expected step. On the e-construction site, you can test the first forms. Already in the fall - after the amendments to the acts included in the social part of the housing package come into force - they will be fully available online.

And he added:

Since the beginning of Covid-19 situation, we have been in dialogue with local governments. The Government Fund for Local Investments - worth PLN 12 billion - is the result of these discussions. In the social part of the housing package, we have included an additional PLN 1.5 billion for expenses related to housing. It is a great support for local governments and their local housing policy.

During the panel regarding the digital school of the future, Deputy Minister of Economic Development Olga Semeniuk emphasized:

I would like the new law on crafts and dual education to have a social dimension; I’d like for it to adapt Polish craftsmanship to the challenges of the 21st century, Industry 4.0 and the needs of the Polish economy.

Deputy Minister of Economic Development, Marek Niedużak, assessed that:

Poland has proven to be relatively resilient to the economic effects of the pandemic so far, mainly due to its diversified economic structure.

And Deputy Minister of Economic Development Krzysztof Mazur added that:

The joint, very hard team work of the Ministry of Economic Development, PFR, Ministry of Family, Labour and Social Policy and the Social Insurance Institution (ZUS) resulted in the creation of the Anti-Crisis Shield, and now is the time for the development of the Polish economy. This is to be achieved by, among others, a discount for robotisation, which is prepared by the Ministry of Economic Development in cooperation with the Ministry of Finance. The pace of implementing new technologies determines the economic position of Poland in the world. Automation and robotisation are a must to stay competitive.

 - added the Deputy Minister Mazur.

The structure of the Polish economy has changed as a result of the pandemic.

 - said Deputy Minister of Economic Development Andrzej Gut-Mostowy.

Covid-19 has caused digital acceleration, it is believed it has done so by even 5-7 years.

 - he said during the panel entitled: "How to repeat the foreign success of a Polish brand in the new reality?"

For security reasons related to the coronavirus pandemic, this year's Economic Forum was held, as an exception, not in Krynica, but in Karpacz.  During the event, the awards of the Economic Forum were presented in four categories: Man of the Year, Company of the Year, New Culture of New Europe and NGO of Central and Eastern Europe. Representatives of the management of the Ministry of Economic Development participated in the discussions during the panels:
