Artur Harazim
Undersecretary of State
A career diplomat who advanced through all ranks of Polish foreign service, from diplomatic and consular trainee to ambassador ad personam.
With the Ministry of Foreign Affairs since 1993. In 1995, he became Head of Section at the MFA’s Legal and Treaty Department. From 1996 to 2001, he worked at the Polish Embassy in Washington. In 2002–2003, he led the team preparing the Accession Treaty at the European Union Department. In 2004–2008, he was Head of Section for Parliamentary and Legal Affairs at Poland’s Permanent Representation to the EU in Brussels.
At the Ministry’s headquarters, in 2008–2012, he was Deputy Director and then Director of the European Policy Department. He also served as Plenipotentiary of the Minister of Foreign Affairs for Preparing Poland’s Presidency of the EU Council.
Between 2012 and 2016, Artur Harazim was Poland's ambassador to Belgium.
After his return, he was appointed Deputy Director and then Director of the MFA’s Diplomatic Academy (2016–2020). In 2021–2023, he was Deputy Director of Diplomatic Protocol, and from January 2024 to February 2026 he served as Director of the Legal and Treaty Department.
He is also a lecturer at the University of Silesia’s Faculty of Social Sciences.
Artur Harazim graduated from the University of Silesia’s Faculty of Law and Administration (1992) and completed postgraduate studies at the College of Europe in Bruges (1993) and at the George Washington University Law School in Washington, D.C. (1999).
He speaks English and French.
Undersecretary of State Artur Harazim coordinates the European dimension of bilateral cooperation within the MFA, supervising the European Policy Department. He is responsible for consular, legal, and treaty affairs as well as emergency management as the Foreign Minister’s representative on the Government Crisis Management Team. He handles complaints and petitions, and signs decisions relating to distinctions and consular districts.
