Deputy Minister Ignacy Niemczycki took part in General Affairs Council in Brussels

On 22 September, MFA Secretary of State Ignacy Niemczycki took part in the EU's General Affairs Council meeting in Brussels. Ministers discussed the current EU agenda, including the Multiannual Financial Framework for 2028-2034, preparation for the October European Council session, and the rule of law.
While discussing the Multiannual Financial Framework, the deputy head of Polish diplomacy highlighted the issue of expenditures, which is the most important for Poland, paying special attention to the amounts earmarked for Poland under the cohesion policy and common agricultural policy. He also stressed that the EU’s new budget should respond to the current security situation and the threats posed by Russia.
Cohesion policy and the common agricultural policy remain key instruments for achieving the EU’s objectives. At the same time, they help to strengthen Europe’s competitiveness, resilience, and food security,
underlined Deputy Minister Ignacy Niemczycki.
On the EU’s budgetary income, he said that Poland is ready to continue talks about new sources for financing the EU budget and noted that they should not lead to increased financial burden on the less-developed member states.
The ministers also discussed the agenda for the European Council’s October session. Deputy Minister Ignacy Niemczycki highlighted Poland’s unchanged stance on Russia’s aggression against Ukraine, solidarity with Ukraine, and the need to resume debate on the use of the frozen Russian assets. Besides, he spoke for the need to devise innovative solutions regarding Russia’s hybrid operations and migration pressure.
While discussing the rule of law, the secretary of state said that Poland supports the objectives of the dialogue within the Council of the European Council, such as: promoting and safeguarding the rule of law and exchanging best practices in a spirit of mutual respect. He also highlighted the importance of the rule of law for the economic development by saying that:
Greater consideration of the views of the business community and a more in-depth analysis of the activities of regulatory bodies, including public procurement and competition authorities, should help to increase legal certainty for small and medium-sized enterprises, strengthen the EU’s competitiveness, and improve the functioning of the internal market.
