Deputy Minister Piotr Wawrzyk attends ceremony of signing Montreal Protocol No. 3 by Ambassador of Peru

“During the pandemic, when air travel has been particularly badly affected by restrictions on movement, the fact the Republic of Peru has signed and ratified the Montreal Protocol No. 3 reminds us that it will be possible to return to normal transport and functioning in the international environment,” said Deputy Minister Piotr Wawrzyk at the ceremony that was held on Wednesday at the MFA headquarters.

During the event, the Ambassador of the Republic of Peru to Poland Alberto Efrain Wilfredo Salas Barahona signed, on behalf of the Government of the Republic of Peru, in the presence of the deputy chief of Polish diplomacy, the Montreal Protocol Number 3 of 25 September 1975 to amend the Convention for the Unification of Certain Rules relating to International Carriage by Air, signed at Warsaw on 12 October 1929. He then handed Deputy Minister Wawrzyk a document confirming ratification of the Protocol by the Republic of Peru. 
 
On behalf of the Government of the Republic of Poland, the Ministry of Foreign Affairs acts as the Depositary of the Convention for the Unification of Certain Rules relating to International Carriage by Air, signed at Warsaw on 12 October 1929, also known as the Warsaw Convention, as well as its four additional protocols that were drawn up in Montreal on 25 September 1975. The Convention came into force on 13 February 1933 and remains in effect to this day. It has been ratified by 152 countries, including Poland. The Convention is the first international document that regulates the conditions of international air transport and documents relating thereto, as well as the carrier’s liability. 
 
Protocol Number 3, as the only one of the four above-mentioned additional protocols, has not come into force yet – as this requires 30 countries to sign the protocol and then to deposit the instruments of ratification. On Wednesday, the Republic of Peru became the 22nd state to have signed Protocol Number 3 and deposit its ratification instrument. The last such ceremony took place on 25 November 1997, when Estonia signed Protocol Number 3 and deposited its instrument of ratification. 
 
During the Wednesday ceremony, Deputy Minister Piotr Wawrzyk and Ambassador Alberto Efrain Wilfredo Salas Barahona expressed their hope that this event was another step to successfully complete the procedure of bringing Protocol Number 3 into force.
