UN Security Council emergency session at Poland's request

For the first time in 80 years of the UN's history, a Security Council session was convened at Poland's request to discuss the recent incursion into the Polish airspace by Russian aircraft. Poland was represented by Secretary of State at the Foreign Ministry Marcin Bosacki who spoke at the session.

Emergency meeting of the UN Security Council at the Poland's request

At Poland’s request, submitted under Article 35 of the UN Charter, an emergency session of the UN Security Council was held on 12 September 2025 in New York. The debate concerned the Russian incursion into the Polish airspace, considered by Poland as a blatant violation of the UN Charter principles and the customary law. The Polish request had been officially backed by several Security Council’s members: France, the United Kingdom, Denmark, Greece, and Slovenia.

Deputy head of Polish diplomacy Marcin Bosacki briefed the Council in detail about the events which had taken place over the territory of Poland on the night of 9 and 10 September 2025 when 19 Russian drones had breached the country’s airspace.

Deputy Minister Bosacki praised the fast and professional response by the Polish army and allied forces. He emphasised that Poland had reacted calmly but firmly in order to protect its territorial integrity.

He also stressed that this was the first violation of Poland’s territorial integrity on such an unprecedented, massive scale since Russia’s full-scale invasion of Ukraine in 2022. There is no question this was a coincidence or a mistake. Russia orchestrated this provocation deliberately.

Deputy Minister Bosacki added that Poland will not be intimidated and that our country’s determination to stand with Ukraine and defend the principles of sovereignty and territorial integrity remains unwavering. He called upon the Council for an unequivocal response to this flagrant breach of the UN Charter principles by the country which, as a permanent member of the Security Council, has a particular duty to protect international peace and security but whose actions completely contradict these values.

All members of the Security Council took part in the debate after a briefing provided by Rosemary Di Carlo, Under-Secretary-General for Political and Peacebuilding Affairs.

The speakers expressed their deep concern about this unprecedented violation of the Polish airspace by Russian drones and declared their support for Poland’s actions and stance.

48 countries and the EU Delegation rallied around Poland as Deputy Minister Bosacki made a joint press statement ahead of the Council session.
