Fourth EU-CELAC Summit

From 8 to 9 November 2025, Deputy Minister of Foreign Affairs Wojciech Zajączkowski participated in the fourth EU-CELAC (the Community of Latin American and Caribbean States) summit in Santa Marta, Colombia. At the end of the summit, leaders adopted the Joint Declaration of the EU-CELAC Summit, EU-LAC Alliance for Citizen Security, and EU-LAC Bi-regional Pact on Care.

The summit aimed to strengthen the bi-regional partnership and cooperation on security, fight against organised crime, and digitalisation.

In his address during the plenary session, Deputy Foreign Minister Wojciech Zajączkowski remarked that the biggest threat to the international order lies in Russia’s invasion of Ukraine and Russia’s aggressive actions in Europe. He highlighted that Poland is ready to share its digitalisation and cybersecurity expertise with its partners from Latin American and Caribbean States.

On the margins, the deputy head of Polish diplomacy conducted bilateral meetings with his Colombian counterpart, Rosa Yolanda Villavicencio Mapy, and Costa Rican Minister of Foreign Affairs Arnoldo André Tinoco. He also met with Dominican Deputy Minister of Foreign Affairs Rubén Silié Valdez, Guatemalan Deputy Minister of Foreign Affairs Mónica Bolaños Pérez, and Paraguayan Deputy Minister of Foreign Affairs Víctor Verdún Bitar.

During these meetings, Deputy Minister Zajączkowski discussed, among others, opportunities for developing economic relations and cooperation in modern technologies. He also raised cooperation in fighting organised crime and preventing irregular migration and human trafficking, and pointed to the need to strengthen the legal and treaty base of bilateral relations. Another item on the agenda involved multilateral cooperation, including the exchange of support for candidates to UN bodies.
