Informal meeting of EU foreign ministers

On 2 October 2023, Undersecretary of State at the Polish MFA Wojciech Gerwel attended, on behalf of Minister Zbigniew Rau, an informal session of the Foreign Affairs Council (FAC) in Kyiv.

The main topic of the meeting was the Russian aggression against Ukraine and its consequences for the international order. The ministers discussed the future of EU support for Ukraine, including in the political, economic, and development dimension. Much of the discussion focused on the coordination of EU action in relation to partners from third countries as part of the Global Outreach.

During the meeting, Deputy Minister Gerwel stressed the importance of Ukraine’s Peace Formula, addressed not only to NATO and EU countries but to the whole world. He recalled that Poland co-chairs the action under the Formula’s third point related to energy security. He also stressed that Poland actively cooperates with the other co-chair (Denmark) in order to prepare, in close dialogue with Kyiv, a set of concrete measures to be urgently implemented.

Deputy Minister Gerwel added that the strategic objective regarding Ukraine’s future in the EU remains unchanged. He also expressed his profound hope that Kyiv’s headway in implementing necessary reforms will allow EU heads of state and government to take decision to launch accession negotiations at the end of this year. Moreover, the diplomat pointed out that supporting Ukraine’s accession to the EU is in our strategic interest.

During the discussion on the continued military support for Ukraine, the deputy head of the Polish MFA encouraged all EU member states to increase their military assistance. Deputy Minister Gerwel also stressed that it should be the EU's priority to continue its long-term military support for the Ukrainian armed forces under the European Peace Facility and through the EU Military Assistance Mission in support of Ukraine (EUMAM Ukraine).
