Minister Jacek Czaputowicz opens a session of the Working Group on Energy Security within the Warsaw Process

“The situation in the Middle East becomes more and more complex and tense, which bears serious consequences also for energy security,” said Minister Jacek Czaputowicz opening a meeting of the Working Group on Energy Security within the Warsaw Process. The event has gathered representatives of over 30 countries and international institutions.

“Energy security issues are top of the agenda of Poland’s foreign policy, hence this meeting is held in Warsaw,” remarked Minister Czaputowicz, stressing also that ensuring energy security is of international importance and constitutes one of the most important challenges not only for the countries of the Middle East region, but also for the whole transatlantic community and its global partners.

Participants of the session debated the ways of addressing the risks to energy infrastructure security stemming from natural and technological causes as well as from criminal activity which hinders production, transport and distribution of energy carriers. Also discussed were practical steps to counteract such threats, also regarding the security of critical energy infrastructure and cohesion of oil-related product supplies. “Without secure energy supplies, we will not be able to provide necessary services to our citizens, advance their wellbeing, or guarantee stability and security,” observed Minister Czaputowicz.

The discussion also raised the prospects of boosting security through energy transformation, diversification of energy sources and improvement of energy effectivity. In a joint statement, the participants agreed to act for establishing good practices, including those concerning cooperation of states with businesses, organisations and international institutions.

Within the Warsaw Process Working Groups, the following meetings have already been held in: Seoul (on cybersecurity), Washington (on human rights), and in Manama (on maritime and aviation security).

The next Working Group will meet on 14-15 November in Bucharest. It will deal with non-proliferation of ballistic missiles. Meetings of the other two Warsaw Process groups (counter-terrorism; humanitarian issues and refugees) will take place at the beginning of 2020 on the African and South American continents.

Results of the Working Groups sessions will be summarised during a ministerial conference in Washington in spring 2020.
