Polish parliamentary elections abroad and nationwide referendum

In view of the parliamentary elections and nationwide referendum scheduled for 15 October 2023, the Minister of Foreign Affairs has created 402 electoral districts abroad, 94 more than during the 2019 parliamentary elections.

Over 60 new locations have been designated where polling districts will be set up. The list of polling districts was published in the Appendix to the Regulation of the Minister of Foreign Affairs of 14 September 2023 on the establishment of polling districts abroad in the 2023 parliamentary elections for Polish nationals staying abroad.

To cast a vote, a Polish citizen abroad should contact the territorially competent consul to be included in the electoral register. Registration can be done by 10 October 2023.

Voters can register in three different ways:

  • using the “e-Election” service
  • by filling in a paper form signed by the voter (incl. by post)
  • by sending to the consul’s e-mail address a scan/photo of the application form signed by the voter (the application form will be available on Polish diplomatic posts’ websites).

Of the above-mentioned ways, the MFA recommends using the e-Election system.

Thanks to the e-Election system, a voter can apply to be included in the electoral register abroad without leaving home. The voter chooses the polling district that is suitable in terms of their place of stay and then enters required data which the system verifies by contacting the national registers. In order to apply to be added to the electoral register via the e-Election system, a voter is not required to have an electronic, safe or qualified signature. Polish nationals abroad will be able to use the e-Election service until 5 days before the elections, i.e. till 10 October 2023.

To take part in the elections, voters must complete the registration formalities by 10 October 2023. All information on voting abroad is published on a daily basis on the MFA’s website (link) and on the websites of local Polish missions abroad.
