Secretary of State Arkadiusz Mularczyk attends Foreign Affairs Council

On 26 June 2023, Secretary of State Arkadiusz Mularczyk participated in a meeting of the Foreign Affairs Council (FAC) in Luxembourg in place of Minister Zbigniew Rau. The meeting focused on Russia’s aggression against Ukraine, EU’s relations with Latin American and Caribbean states, and digital diplomacy.

While discussing Russia’s aggression against Ukraine, Deputy Minister Mularczyk stressed that the latter country’s future is in the European Union. He called for the decision to launch accession talks with Ukraine as soon as Kyiv meets the European Commission’s priority recommendations, ideally by the end of 2023.

Deputy Minister Mularczyk also appealed for further military support for Ukraine as he noted the need to promptly adopt the eighth support package for Ukraine under the European Peace Facility (EPF). He welcomed the increase of the EPF budget by EUR 3.5 bn. The diplomat commended the adoption of the 11th package of sanctions against Russia and underlined the need for continued increase of sanctions pressure and countering circumvention of sanctions.

He furthermore noted the need to adopt further sectoral and individual sanctions against Belarus.

The Polish official pointed out the need to devise legal mechanisms enabling compensation claims for damage inflicted by the aggressor states at the time of military conflicts, both during Russia’s current aggression against Ukraine and in the Second World War.

Deputy Minister Mularczyk emphasised that the post-war global order is founded on the supremacy of international law over military power, which is why the aggressor must bear the cost of its actions. He also called on Germany to join in the dialogue and solve the difficult issue of compensations among the EU member states.

The relations between the European Union and the Latin American and Caribbean countries were discussed in the context of the upcoming Summit of Heads of State and Government of the European Union and the Community of Latin American and Caribbean States (CELAC), scheduled for this July. The Secretary of State at the Polish MFA stated that Poland expects an ambitious declaration to be adopted during the Summit as a contribution to the furthering of EU–CELAC relations.

He added that Russia’s ongoing aggression against Ukraine calls for our continued efforts on multilateral fora to seek support for Ukraine from all like-minded states, including in the region of Latin America and the Caribbean. The Deputy Minister stressed the necessity to defy the false Russian narrative presented to the countries in the region.

Referring to digital diplomacy, Deputy Minister Mularczyk observed that it is a key instrument in promoting European values and norms across the globe. He supported the adoption of Council conclusions on EU Digital Diplomacy. The Deputy Minister pointed out that the European Union should promote global digital dialogue with all interested parties. He added that it is also necessary to cooperate with the private sector, the academia, NGOs, and the youth.
